The Spatial Effects Of Environmental Regulation On High-quality Economic Development In The Yellow River Basin

With the strengthening of ecological protection in the Yellow River Basin,the provinces in the basin have intensified their efforts to control environmental pollution,and the strengthening of environmental regulations will inevitably have an impact on economic development.Therefore,by building a spatial econometric model,the spatial effect of environmental regulation on the high-quality economic development of the Yellow River Basin was studied,analysis the high-quality economic development and environmental regulation of the Yellow River basin direct effect and indirect effect,understands the status and differences of the high-quality economic development of provinces in the basin,and accurately locates the construction focus of the high-quality development of the Yellow River Basin.Specific contents and conclusions are as follows:First of all,this paper measures the intensity of environmental regulation in the Yellow River Basin,on the basis of existing research literature,this article is based on four single index,constructed a comprehensive environmental regulation index,this paper measures the environmental regulation intensity of nine provinces in the Yellow River Basin from 2006 to 2017.The measurement results show that :(1)The provinces located to the east of the Yellow River Basin have higher wastewater and waste gas emissions,while the central provinces have higher solid waste production,while the western provinces have lower solid waste production.The eastern provinces in the Yellow River Basin have higher investment in environmental pollution control;(2)In 2006,the western region of the Yellow River Basin had the weakest environmental regulation,and the central region had the highest level of environmental regulation,and the environmental regulation in eastern provinces was at an intermediate level.In 2017,the western region of the Yellow River Basin had the weakest environmental regulation,and the eastern region had the highest level of environmental regulation,and the environmental regulation in the central provinces is at an intermediate level.Secondly,it measures the high-quality economic development level of each province in the Yellow River Basin.Based on the five development concepts and the actual situation of the development of the Yellow River Basin,this paper establishes an evaluation index system for high-quality economic development in the basin,and measures the level of high-quality economic development in 9 provinces of the Yellow River Basin from 2006 to2017 by using entropy method.Studies have shown that:(1)From the perspective of time,the level of high-quality economic development of provinces and regions along the Yellow River Basin is on the rise;(2)From the perspective of spatial pattern change,the Yellow River Basin economic development level of high quality gradually evolved into east high west low,and the economic development is unbalanced.The gap between the eastern and western parts of the Yellow River Basin in terms of high-quality economic development has widened,and there is a spatial agglomeration phenomenon;(3)From the perspective of the provinces,the Yellow River basin in the eastern provinces with high-quality economic development level is higher,the provinces of central economic high-quality development level of average annual growth rate is higher,while the provinces in the western part of the Yellow River Basin have lower annual average growth rates of high-quality economic development level and high-quality economic development index.Finally,based on the measured economic high-quality development index and the intensity of environmental regulation in the Yellow River Basin,this paper selects five control variables: industrial structure,scientific and technological innovation,government expenditure,opening up and foreign capital utilization,and construct a Spatial Panel Durbin Model with random effects to study the spatial effects of environmental regulation on the high-quality economic development in the Yellow River Basin.The results show that:(1)There is spatial correlation and spatial agglomeration of high-quality economic development in the basin;(2)Environmental regulations in provinces of the basin have a significant positive effect on the high-quality economic development of the province,while the positive effect of strengthening environmental regulation in the province on the high-quality economic development of its spatially related areas is not significant;(3)The direct effect of industrial structure upgrading and scientific & technological innovation on high-quality economic development is significantly positive,but the spatial spillover effect was not significant.The direct and spillover effects of government expenditure on high-quality economic development are significantly negative.The direct effect of opening to the outside world on high-quality economic development is negative,but not remarkable,while the indirect effect is observably negative.The direct and indirect effects of foreign capital utilization degree on high-quality economic development are remarkably positive.Based on the conclusions,to further promote the high-quality economic development of the Yellow River Basin,five policy suggestions are put forward:(1)Strengthen the intensity of environmental regulation to promote high-quality economic development;(2)Optimize the industrial structure,and improve the quality of economic development;(3)Enhance the ability of scientific & technological innovation,and strengthen inter-regional exchanges;(4)Optimize government fiscal expenditure,and promote efficient economic development;(5)Deepen reform and opening up,and make foreign investment more attractive.
