Agricultural non-point source pollution is an urgent environmental problem in Shandong Province.According to the instructions of the central rural work conference in2021,we should persist in taking solving the "three rural issues" as the focus of the party’s work,promote the high-quality and efficient development of agriculture,make rural areas livable and suitable for business,and make farmers rich.At present,in order to build a model of high-quality agricultural development in Shandong Province,Shandong Province is making solid progress in high-quality agricultural development.However,the problems of agricultural and rural ecological environment are still serious,and the mode of agricultural development has not changed fundamentally.In this context,the agricultural non-point source pollution emissions in Shandong Province are calculated.Based on the calculation results,the spatial imbalance characteristics and influencing factors of agricultural non-point source pollution in Shandong Province are explored,which is helpful to provide reference for Shandong provincial government to implement governance policies adapted to local conditions.This paper takes 16 cities in Shandong Province as the research object,uses the unit survey evaluation method to measure and calculate the agricultural non-point source pollution emissions of 16 cities from 2001 to 2018.Based on the emission data,uses the Theil index to explore the spatial imbalance characteristics and sources of agricultural nonpoint source pollution in Shandong Province,and uses the measurement method to build a panel data econometric model to test the influencing factors of agricultural non-point source pollution in Shandong Province Empirical analysis of its influencing factors.Based on the above contents,the main conclusions of this study are as follows: firstly,according to the calculation data of agricultural non-point source pollution in 16 cities of Shandong Province,the total amount of agricultural non-point source pollution emissions in Shandong province fluctuates greatly from 2001 to 2018,and the regional distribution of agricultural non-point source pollution emissions in different regions of Shandong Province is quite different.Secondly,in terms of the difference degree of agricultural non-point source pollution in 16 cities of Shandong Province,according to the calculation results of Theil index,it can be found that the overall difference degree of COD emission of agricultural non-point source pollution in Shandong Province from 2001 to 2018 has been higher than that of TP emission and TN emission,which indicates that the implementation of agricultural non-point source pollution control policy should choose COD as the index rather than TN and TP For the three economic circles,under the weight of COD,TN and TP,the overall difference degree of Jiaodong economic circle is greater than that of the provincial capital economic circle and Lunan Economic Circle,which indicates that Jiaodong economic circle has the greatest impact on the overall difference of agricultural non-point source pollution in Shandong Province.According to the contribution rate of Theil index under the three weights of COD,TN and TP,from 2001 to 2018,except for individual years,the contribution rate of intra regional Theil index to the overall Theil index is greater than that of inter regional Theil index to the overall Theil index,which indicates that the overall difference of agricultural non-point source pollution emission in Shandong Province is mainly caused by intra regional differences.Thirdly,through the construction of panel data econometric model,this paper makes an empirical study on the influencing factors of agricultural non-point source pollution in Shandong Province.The results show that when the proportion of animal husbandry and fishery in the agricultural structure increases and the level of financial support for agriculture improves,the agricultural non-point source pollution emissions will increase;when the scale of rural population expands,the proportion of grain planting area is higher than that of cash crop planting area,and the agricultural scale expands,the agricultural nonpoint source pollution emissions will decrease;according to the statistical results,the economic development is very important The impact of the pollution level on agricultural non-point source pollution in Shandong Province is not reflected.It also shows that it is possible for agricultural non-point source pollution in Shandong Province to develop harmoniously between economic development and environmental quality improvement according to rural population scale,planting structure and agricultural scale.Based on the research conclusions,this paper puts forward the optimization measures to reduce the agricultural non-point source pollution emissions in Shandong Province from the aspects of optimizing the agricultural structure and layout,improving the level of financial support for agriculture,scientifically planning the planting structure layout,moderately expanding the agricultural economic scale,and strengthening the rural infrastructure construction.It is conducive to promoting the green sustainable development of agriculture in Shandong Province and consolidating the important strategic position of food security in Shandong Province.
