The vertical management reform of environmental protection agencies has always been a reform of environmental management system that the country attaches great importance to.Vertical management of environmental protection agencies can improve the problems of local protectionism and weak effectiveness of environmental protection law enforcement in territorial management,which is conducive to strengthening the authority and effectiveness of unified environmental protection law enforcement,improving the quality of ecological environment and improving the efficiency of environmental management.In order to perfect the design of environmental management system,China has carried out nationwide reform pilot work.Tianjin has appeared in the pilot list,and has accumulated some experience in the exploration of reform and achieved good results.However,there are still many problems in the city after the reform,which may hinder the environmental protection vertical management department from effectively carrying out the environmental management work.The vertical management reform of environmental protection agencies involves multiple stakeholders,and needs to rely on communication and coordination between higher and lower levels and horizontal departments,and also needs the support and cooperation of local governments.Therefore,if we want to make an in-depth,detailed and comprehensive study of this reform,we must rely on rich theoretical knowledge and practical experience.This paper takes the vertical management reform of Tianjin’s environmental protection agencies as the research object,combining with my working experience and first-hand data in Tianjin’s environmental protection industry,and using the methods of literature research,comparative analysis and case study,this paper expounds the actual situation of environmental management in Tianjin from the main responsibility,personnel construction to the environmental protection operation mechanism,points out the necessity of the vertical management reform of Tianjin’s environmental protection agencies,and at the same time makes a detailed comparison of the environmental quality before and after the reform by using chart data.According to the actual development of environmental protection work in the reform and operation and the nature of the vertical management system itself,the new problems brought about by the vertical management of Tianjin’s environmental protection agencies are analyzed,including the responsibilities and tasks,the authority of the sections and the team building,and the causes are analyzed.This study shows that the operation of the vertical management system of Tianjin’s environmental protection agencies has had an immediate effect on the improvement of environmental quality.Meanwhile,the completely different attributes of the vertical management mode and the horizontal management mode of territorial management are the inevitable result of many new problems arising from the reform process.As for the environmental protection industry,the vertical management reform is still in the exploratory stage,and a series of supporting systems that cooperate with the good operation of the new system have not kept pace.Multiple factors,such as loopholes in supervision,defects in personnel management,contradictions in management authority and local financial constraints,have affected the improvement process of the vertical management reform of environmental protection institutions.Around the research problems and reasons,the second half of this paper summarizes the enlightenment for the vertical management development of environmental protection agencies in Tianjin according to the operating mechanism characteristics of the vertical management mode of environmental protection agencies in the United States and Germany.At the same time,the author also combed the experience of vertical management in some other industries in China and found out the reform measures worth learning for the vertical management of environmental protection organizations.Finally,according to the problems existing in the vertical management reform of Tianjin’s environmental protection agencies at the present stage,the optimization plan is proposed from four aspects: revising the responsibility system,improving the supervision mechanism,straightening out the relationship between the various sectors,and building a stable team,hoping to provide valuable reference for further improving the vertical management system of environmental protection agencies,as well as for the vertical management practice of other provinces and cities. |
