Research On The Reform Of ECO Environmental Protection Institutions In Bozhou City And County

The issue of ecological environment protection has increasingly become the focus of people’s attention.In order to ensure the harmonious coexistence of human and nature and promote sustainable development,the institutional reform in the field of ecological environment protection has been deepened.In the new round of institutional reform in 2018,the vertical management of the ecological and environmental protection bureau below the city level will be taken as the focus,and the problems such as the overlapping responsibilities among departments and the intervention of the grass-roots government in the ecological and environmental protection work will be solved through the reform.However,some new problems have been exposed in the actual progress of reform and work practice.This study takes the reform of Bozhou eco-environmental protection institutions as an example,summarizes the reform situation of the city,county and township eco-environmental protection institutions before and after the reform through the methods of literature analysis,investigation and comparative research,and basically solves the problems of overlapping responsibilities in the field of eco-environmental protection and multiple law enforcement through the reform.At the same time,it also finds that the municipal eco-environmental protection department after the reform The relationship between the government and the county-level government needs to be further straightened out,and the county-level government is lack of work to carry out the function of ecological environment protection.Based on the theory of government function transformation,game theory,economic principle and public goods theory,this paper analyzes the system and mechanism problems in the field of ecological environmental protection.At the same time,the system and mechanism of environmental protection management in the United States and Japan are studied,and some of their effective practices are used for reference.In order to further deepen the reform of the system and mechanism of ecological environment protection,we should optimize the responsibilities of the local governments,improve the coordination mechanism of law enforcement,accelerate the reform of vertical management of environmental monitoring institutions below the provincial level,optimize the management of villages and towns,and strengthen the incentive guarantee.
