Research On Vertical Management Reform Of Environmental Protection Agency In Huai’an City

In view of the many shortcomings of China’s block-based environmental protection management system,the Fifth Plenary Session of the 18 th CPC Central Committee clearly proposed to implement vertical management of monitoring,supervision and law enforcement of environmental protection agencies below the provincial level,and provide a strong institutional guarantee for building beautiful China.In order to enable the Party Central Committee to implement the vertical management reform of monitoring,supervision and law enforcement of environmental protection agencies below the provincial level,this paper selects Huai’an City,Jiangsu Province as an example,and comprehensively understands the environmental protection institutions of Huai’an through literature research method,field research method and case study method.The status quo of vertical management reform,in-depth study of the background and research significance of the implementation of vertical management reform of environmental protection agencies,to find out the necessity of constructing a vertical management system for monitoring,monitoring and law enforcement of environmental protection agencies below the provincial level,which is conducive to the integration of environmental law enforcement resources in the city The internal needs,reduce local government administrative intervention,and urge local environmental protection departments to perform their duties according to law.Although the Huai’an City Environmental Protection Agency’s vertical management system reform has achieved certain results,and unified management of county and district environmental protection agencies,local government intervention has been reduced.However,there are still a series of problems,which are manifested in the unclear relationship between horizontal and vertical environmental protection rights and responsibilities,coordinating and ensuring that the environmental protection departments are not in place for human,financial and material implementation,environmental law enforcement and environmental monitoring facilities are outdated,and county-level places The government’s environmental protection responsibilities have not been implemented,and the environmental protection departments have concentrated rights and corruption.Finally,according to the status quo of vertical management of Huai’an environmental protection agencies,That is to deal with the horizontal and vertical environmental protection rights and responsibilities,strengthen the environmental protection responsibilities of all levels of departments,refine the responsibility list of monitoring and supervision institutions,improve the environmental monitoring and supervision law enforcement supervision system,establish a special fund system for environmental monitoring and supervision law enforcement,and scientifically configure environmental monitoring Supervise law enforcement personnel and establish internal coordination mechanisms for environmental monitoring and supervision of government departments.a targeted strategy was proposed to optimize the vertical management system of Huai’an environmental protection agencies.This paper not only provides practical and feasible for the vertical management reform of Huai’an environmental protection agencies.Suggestions,but also have a certain theoretical and practical reference value for the vertical management reform of monitoring,supervision and enforcement of environmental protection agencies in Jiangsu Province and even under the province.The paper has 4 pictures,1table,61 references.
