Study On The Implementation Of Municipal Solid Waste Classification In Xi’an

As a new first-tier city,Xi’an has a rapidly growing population,expanding urban scale,and continuous upgrading of residents’ consumption levels.At the same time,the output of domestic municipal waste has also increased exponentially.Besides,the scope of rubbish cleaning and transportation volume is also increasing;the demand for the harmless disposal of household garbage is also growing.As a successful model of developed countries,garbage classification is the only way to scientifically and rationally dispose of waste.It is also a practical requirement for building a conservation-minded society.It is of great significance for the recycling of resources and the relief of landfill pressure.This paper takes Smith’s policy implementation model as the theoretical basis,"policy text,execution subject,target group,execution environment" as the analysis framework,and literature analysis,comparative research,questionnaire survey and other research methods as means.This paper summarizes the evolution of domestic waste classification policies in Xi’an,summarizes the current status of local waste classification and processing capacity and the construction status of facilities,and investigates and analyzes the state of residents’ implementation of waste classification policies.The real problems such as "penalty clauses are false,the inefficient performance of responsibility subjects,inconsistent knowledge and actions of residents,classification and removal and terminal disposal facilities are lagging" are found.And on this basis,it further analyzes the situation that the waste classification policy is not scientific,the policy content is insufficient,and the supporting policies are not specific enough.Relevant departments are challenging to coordinate and promote,their responsibilities are unclear,and grassroots have ambiguous attitudes toward policies.The target group lacks a sense of responsibility,the four types of household garbage bins are insufficiently configured,and the property management personnel lack the motivation to perform their duties.Lack of energetic social and cultural atmosphere,lack of multiple supervision,and insufficient financial support.At the same time,learning from the domestic and foreign waste classification successful experience,in terms of the waste classification policies,this paper recommended that Xi’an should establish a regulatory feedback mechanism,moreover,complete relevant supporting policies;In terms of executive subjects,it is urgent to strengthen coordination between government levels,focus on communication and collaboration among executive subjects,establish a garbage classification supervision information platform,and improve the ability of policy executives;In terms of target groups,citizens should cultivate the sense of ownership,promote four-class trash cans,and emphasize property company management responsibilities;In terms of implementation environment,it is necessary to incorporate garbage classification knowledge into the national education system,guide and encourage the participation of social capital,and establish and improve a multiple monitoring and reporting system.
