Beijing-Tianjin-Hebei urban agglomeration of industrial development level is improved greatly in recent years.However,the rapid development of industrial economy also led to many problems,such as saturated production products,old technology,low efficiency of investment,especially the irrationality of industrial structure.The proportion and scale of industrial economy in the Beijing-Tianjin-Hebei region are continuously expanding.In order to further improve the quality and quantity of the industrial economy in the Beijing-Tianjin-Hebei region,achieve economic transformation and improve the industrial TFP are the top priorities.This paper mainly studies the industrial TFP in Beijing-Tianjin-Hebei region under the constraint of carbon emission.Firstly,the industrial economic development level,energy consumption and current situation of CO2 emission in the Beijing-Tianjin-Hebei region from2006 to 2016 are described.Second,in the measure of Beijing-Tianjin-Hebei region industrial total factor productivity,capital investment,energy consumption and labor force as input indicators,and CO2 as the expected output,industrial added value as output indicators,using GML model respectively to measure the overall of the Beijing-Tianjin-Hebei region and 13cities under the restriction of CO2 emissions in 2006-2016 industrial total factor productivity.The study found that the industrial development of Beijing and Tianjin is good,and the development of their TFP mainly depends on technology introduction.The industrial TFP development of the cities around Beijing and Tianjin,the northern cities and the southern cities in Hebei province is unbalanced and greatly different.Then,through the mixed effect panel regression model,the paper empirically studies the impact of industrial property structure,industrial development level,energy intensity and degree of opening up on total factor productivity of industry in Beijing-Tianjin-Hebei region under the constraint of carbon emission.The study found that the industrial property right structure and industrial development level in the Beijing-Tianjin-Hebei region had a positive impact on industrial TFP,while the industrial energy intensity and the level of opening to the outside world had a negative impact on industrial TFP.Therefore,it is necessary to develop low-carbon industry according to local conditions,rationally adjust industrial property right structure,optimize energy structure and introduce high-quality foreign capital.
