The Beijing-Tianjin-Hebei region has become one of China’s important regional economic development centers.The "Beijing-Tianjin-Hebei Industry Transfer Guide" formulated in 2016 clearly stated that the region should adhere to the development concepts of innovation,coordination,green,openness,and sharing,and integrated development of the Beijing-TianjinHebei industry,and continuously optimize the regional industrial layout and build " One center,five districts,five belts,five chains,and several characteristic bases ”.Among them,the industrial transfer within the Beijing-Tianjin-Hebei region has greatly promoted the process of each region in the region from its own development to common development.While industrial transfer promotes the process of economic integration construction,it also brings the problem of pollution transfer.Based on China’s interregional input-output tables in2002,2007,and 2012,this paper establishes an interregional input-output model,and decomposes the intermediate products / final products in the input-output model according to the regional share of Beijing-Tianjin-Hebei.Measure the quantitative impact of industrial transfer on value added and carbon emissions within the region.The calculation results show that the scale of economic development in the Beijing-Tianjin-Hebei region has gradually increased and the development trend is stable.Within the region,Beijing has mainly undertaken the migration of production of the tertiary industry,while Tianjin and Hebei Province have mainly undertaken the migration of the production of the secondary industry.Further measuring the impact of industrial transfer on the added value and carbon emissions in the Beijing-TianjinHebei region,it was found that during 2002-2012,in terms of economics,the transfer of tertiary industry production had a positive effect on the added value of Beijing and Tianjin.To the impact,the transfer of production from the secondary industry has a positive impact on the added value of Hebei Province;but in terms of the environment,the transfer of production from the secondary and tertiary industries has a positive impact on carbon emissions in Hebei Province,and Both Beijing and Tianjin had negative effects.This result shows that industrial transfer within the Beijing-Tianjin-Hebei region has different effects in various regions.Beijing and Tianjin are mainly engaged in industrial production with low carbon emission intensity to promote economic development,while Hebei Province It is mainly industrial production with high carbon emission intensity.While promoting local economic growth,it has also significantly increased local carbon emissions.The calculation results in this article provide important reference for the formulation of Beijing-Tianjin-Hebei’s related policies on joint prevention and control of pollution.
