| The energy consumption and carbon emission levels of the transportation have increased year by year,making the transportation one of the short-board industries for energy conservation and emission reduction.How to promote the development of green and low-carbon transportation become the focus of China’s transition to a low-carbon economy.As a big transportation country,China is facing the problems of relatively extensive transportation development mode,unreasonable transportation structure,and imperfect green transportation management system.The contradiction between the increase of transportation and limited reasource supply become more and more prominent,and the constraints of environmental capacity become one of the key bottlenecks in transportation development.The report of the 19 th National Congress of the Communist Party of China puts forward the goal of building China’s strength in transportation and achieving high-quality transportation development,and the development of green and low-carbon transportation is an important feature of building China’s strength in transportation.Therefore,studying the regional carbon emissions of transportation in the context based on high quality development of transportation is of great significance for the formulation of the top-level design of green transportation development in the new era.This paper firstly compares the various methods of measuring transport carbon emissions,and chooses the IPCC-“top-down” as the method for measuring the total carbon emissions of regional transportation.Based on the research of key indicators of regional transport carbon emissions,combined with the development target of national’s strength transport and regional transport development status,this paper selects transport carbon emission efficiency,transport carbon emission intensity,transport structure,and public transport travel intensity as the high quality development indicators for regional transportation.By measuring and analyzing the key indicators of regional transport carbon emissions,it can help to understand the fluctuations of regional transport carbon emissions.This paper constructs an extended STIRPAT model,selects high quality development indicators of transportation as the impact factors of regional transport carbon emissions.We use the method of ridge regression and least squares regression to quantitatively analyze the influence indexs of regional transport carbon emissions,and acquire different influence factors’ driving degree to the total regional carbon emission.The results show that the largest negative driving effect factor is the carbon emission intensity and improve the carbon emission efficiency is the key to the development of green and low-carbon transportation.This paper takes the non-expected output of CO2 emissions,labor,energy consumption and operating mileage as input index,passenger and freight turnover as output index,and constructs a comprehensive evaluation model of regional transport carbon emission efficiency based on DEA.This paper quantitatively measure the pure technical efficiency,technical efficiency and scale efficiency of regional transport carbon emissions,and then analyze the time volatility of transport carbon emission efficiency and potential of energy conservation and emission reduction,finally provide policy recommendatuins for green development of transportation for other regions.Finally,combined with regional transport key indicators measurement,influencing factors analysis and efficiency evaluation results,we establish a system based on regional low-carbon transportation development strategy framework.Focusing on the demand of transport management,optimizing transport structure,strengthening traffic green innovation and implementing regional comprehensive planning.From the aspects of paying attention to traffic demand management,optimizing transport structure,strengthening traffic green innovation and implementing regional comprehensive planning,it provides scientific guidance for the development of green-carbon transportation in China. |
