As the basic industry of the national economy,the chemical industry has made outstanding contributions to economic development,but it has also caused a series of shocking safety production accidents.In recent years,many areas have continuously strengthened the safety regulation of hazardous chemicals,as the relocation and transformation of chemical firms have continued proceeding,the process of industrial upgrading has been accelerated.Safety regulation play a key role in ensuring the safety of the chemical industry and promoting the high-quality development of the industry.In this context,it is particularly important to objectively analyze and measure the role and influence of safety regulation on the development of the chemical industry.Only effective safety regulation can implement the regulatory transmission mechanism and achieve the goal of high-quality and healthy development of the chemical industry.However,it is difficult for our country’s existing safety regulation system to keep up with the development situation.The supply of chemical safety regulation cannot meet the actual needs,and it is difficult to form effective safety regulation.For this reason,from the perspective of government safety regulation,this article first analyzes the current situation and fundamental problems of chemical safety regulation supply and demand;secondly,it analyzes the specific impact of safety regulation on the development of the chemical industry from a theoretical and empirical perspective,that is,moderate safety regulation have the characteristic of "U-shaped" influence on the productivity of the chemical industry,which first inhibits and then promotes,while over-regulation will have "inverted N-shaped" influence,which fully confirms the necessity and importance of implementing effective safety regulation.Finally,combined with the current situation of chemical safety regulation,put forward suggestions for the construction of a chemical industry safety regulation system and regulation policy optimizationfinally.The main content and conclusions of this article are as follows:1.The status quo of supply and demand of safety regulation in the chemical industry and a summary of existing problems.On the basis of summarizing the actual demand and supply status of chemical safety regulation,this paper deeply analyzes the essential problems of lack of specialized laws,single regulatory means and random regulation.This article provides basic ideas for realizing effective safety supervision of hazardous chemicals.2.The calculation and analysis of the productivity of the chemical industry under the constraints of safety supervision.This paper uses the Solow residual method and the Malmquist-Luenberger index method to measure the total factor productivity of the chemical industry,and analyzes the time trends and regional differences of the measurement results.The calculation results show that the overall productivity of the chemical industry is showing a fluctuating growth trend.The growth is due to technical progress rather than technical efficiency.The productivity of the chemical industry in coastal areas is much higher than that in inland areas,and regional productivity differences are mainly due to technical progress.3.Theoretical analysis of the impact of safety regulation on the productivity of the chemical industry.This article first proves that safety supervision can have an important impact on the production decision-making of chemical enterprises,and summarizes the cost effect of safety regulation on the production of enterprises and the improvement effect of the production environment,and establishes a corporate profit function model to analyze how the two effects affect corporate productivity.There is a "U-shaped" nonlinear relationship between safety regulation and the productivity of the chemical industry,and the theoretical assumption of an "inverted N-shaped" nonlinear relationship will appear when over-regulation.4.Empirical analysis of the impact of safety regulation on the productivity of the chemical industry.This paper uses 10-year data from 30 provinces to establish a panel model to empirically test the characteristics of the impact of safety regulation on the productivity of the chemical industry.The empirical results show that there is a significant "U-shaped" relationship between safety regulation and the overall productivity of the chemical industry.However,for sub-industries with higher production safety requirements,the more likely they are to be negatively affected by excessive regulation.Productivity has an "inverted N-shaped" non-linear impact,and in sub-sectors with lower production safety requirements,safety regulation has a positive effect on productivity.The empirical results also show that there are differences in the internal path of the impact of safety regulation on the productivity of the chemical industry in coastal areas and inland areas.The former is mainly driven by the effect of technical progress,while the latter is mainly driven by the effect of technical efficiency.5.The construction of the safety regulation system of the chemical industry and suggestions for the optimization of regulation policies.Based on the current status and outstanding problems of safety regulation in the chemical industry,this paper proposes to construct the chemical industry from the perspectives of regulatory laws and policies,regulatory agencies,regulatory supervision,and regulatory performance evaluation based on theoretical analysis and empirical testing of the impact of safety regulation on the productivity of the chemical industry.Safety regulation system and suggestions for optimization of chemical safety regulation policies.The possible innovations in this paper are mainly embodied in the following three aspects:(1)Use economic theory to explore the issue of chemical safety regulation and establish a model to analyze the impact of safety regulation on the productivity of the chemical industry.This article discusses the supply and demand status of hazardous chemicals safety regulation from an economic perspective for the first time,theoretically derives the nonlinear relationship between safety regulation and the productivity of the chemical industry.(2)Use the panel data model to empirically analyze the specific impact of safety supervision and measure the total factor productivity of the chemical industry.This paper measures and analyzes the total factor productivity of the chemical industry under the constraints of safety regulation,and empirically analyzes the economic impact of safety regulation in the chemical industry on this basis,enriching the research on the relationship between regulation and productivity.(3)Propose specific recommendations on the optimization of the safety regulation system and safety regulation policies of the chemical industry.In order to ensure the smoothness of the transmission mechanism between chemical safety regulation and productivity,and to promote the high-quality development of the chemical industry with safety regulation,this article proposes a more systematic chemical safety regulation system and regulatory policy recommendations that conform to my country’s national conditions.
