Study On Government Safety Regulation Optimization Strategy Of Chemical Industry In A City

Chemical industry is an important industry of national economy,but it also has high safety risk.In order to safeguard the interests of enterprises and social public safety,strict safety supervision must be carried out by government departments.Therefore,the state has always attached great importance to the production safety of the chemical industry.Under the unified organization and leadership of the national emergency management department,a centralized,unified,efficient and smooth supervision system and mechanism has been formed throughout the country.Governments at all levels have continuously strengthened the safety supervision of the chemical industry to fully ensure the production safety of the chemical industry.But at the same time,we should not ignore the problems in the safety supervision of the chemical industry in some areas,especially in recent years,there are still chemical industry safety accidents across the country.Therefore,strengthening government safety supervision of chemical industry is always an important responsibility of government departments at all levels,and also a research topic that needs to be paid frequent attention to.City A is A large chemical industry city in China.There are many chemical industry enterprises,and many dangerous chemicals are involved.The safety supervision of chemical industry has always been an important task of local government departments.Therefore,the government safety supervision of the chemical industry in City A is highly representative among prefecture-level cities in China.Based on the above background reasons,this paper selected the government safety supervision of chemical industry in A city as the research object,took the emergency management department of the main regulatory department as an example,and conducted specific interviews with the relevant staff of emergency management department at all levels in A city by the method of investigation and interview.The characteristics,measures,problems and specific working ideas of government safety supervision of chemical industry in Tianjin were fully understood.The results of the survey and interview show that the government safety supervision of the chemical industry in A city is faced with the problems of lagging supervision concept,imperfect supervision mechanism,relatively weak supervision force,unreasonable supervision method and insufficient supervision guarantee ability to varying degrees.The reasons for these problems are regulatory objects and environmental impact,insufficient complementary institutional measures,lagging construction of regulatory team,weak awareness of joint supervision and education and training,insufficient investment and staffing constraints.Chemical industry in A city government safety supervising actuality of the above problems,this paper,based on the basic theory of safety production supervision,on the basis of the chemical industry the government safety supervision mechanism,principle,focus and methods,combining with the characteristics of A city chemical industry and the status quo of the government safety supervision,combining with other parts of the government safety supervision work experience in chemical industry,This paper puts forward the specific optimization strategies of changing the supervision idea,perfecting the supervision mechanism,strengthening the construction of the supervision team,improving the supervision way and enhancing the supervision guarantee ability.
