Research Of Environmental Regulation Efficiency Of Chinese Chemical Industry

As the rapid development of Chinese economy, environmental pollution anddestruction become more and more serious. These issues have been got more and moreattention from governments all around the world, and our government has taken manymeasures to improve our environment. The chemical industry is one of the heaviestpolluting industries, so how to control and improve the chemical industry pollution is oneof the most important work of environmental management department. That is, the effectof environmental regulation of the chemical industry will have direct impact on the effectof environmental regulation. So it is particularly important to analyze the currentefficiency of environmental regulation of the chemical industry.Starting from the environmental regulation of the chemical industry’s currentsituation, this paper introduced the main form and the effect of environmental regulationof the chemical industry. After that it used Data Envelopment Analysis (DEA) andSE-DEA to study the efficiency of the environmental regulation of the chemical industryin China in2000-2010. And then the paper analyzed the reasons why the environmentalregulation of Chinese chemical industry is not very efficient. At last, for this phenomenon,it gives suggestions about how to improve the efficiency of environmental regulation ofthe chemical industry.It can be found that the main method of the environmental regulation of thechemical industry is "command and control", supplemented by market-orientedenvironmental regulation. The chemical industry waste water and exhaust gas emissionshas not been well controlled, but solid waste emissions has decreasing trend. And it canbe found that, although the efficiency of environmental regulation of the chemicalindustry is the relative efficient in recent years, the whole efficiency is still relatively lowbetween2000and2010. The imperfection of environmental regulation laws andregulation system, lacking the will of environmental protection and public participantscaused the efficiency of environmental regulation of Chinese chemical industry isinefficient. For these phenomena, it is believed that for the chemical industry, regulatorydepartments should improve the laws and regulation system of environmental regulation, strength the punishment of the illegal enterprises, clear powers and responsibilities of theregulatory department, improve sewage incentive of chemical companies and establisheffective public participants and supervision mechanism.
