The development of chemical industry has provided numerous products for modern society,and has become an important pillar of social economy.However,while promoting the national economic development and providing a variety of services for people’s lives,a large number of chemicals also bring a potential threat to the ecological environment and human health.Sustainable development of social economy cannot be separated from resource-saving and environment-friendly development,under the high level of environmental regulation and the adjustment of industrial structure,the survival and development of chemical industry which used to made a significant contribution to the economic growth of the coastal city is becoming limited and extrusive.At the same time,the rural areas want to develop the industrial economy.In order to attract enterprises,the rural areas even choose to reduce the level of environmental regulation.The environmental risk of chemical products runs through the whole life cycle,and it is more harmful to the environment than the general pollution industry.We should pay special attention to the development of the chemical industry in rural areas.Otherwise the environment of the countryside will be polluted and the health of people will be hurt.So this paper chooses the 6 kinds of key chemical industries focused by the "12th Five-Year plan of chemicals environmental risk prevention" as the research object and analyses the characteristics of rural China chemical industry.Besides,this paper uses the Panel Data Model and spatial econometric analysis to verify how the environmental regulation impact the development of the chemical industry and whether the "pollution heaven effect" exists in the development of rural chemical industry in China.Finally,this paper puts forward some countermeasures to improve the development of rural chemical industry in China,and provides a useful reference for the development of the chemical industry in the process of rural industrialization.Firstly,this paper analyses the environmental regulation of rural chemical industry in China and describe the development of rural chemical industry in China.Secondly,the empirical analysis of the factors affecting the development of chemical industry is carried out by constructing the Panel Data Model.Then the Moran’s I statistic and the scatter plot of Moran are used to test the spatial correlation of rural chemical industry.Based on the spatial effect this paper constructs the spatial lag model,and uses the ML estimation method to test the model.The main conclusions of this paper are as follows:(1)The China’s regulation system of environment continue to improve,but The environmental regulations in rural areas are obviously different,The reasons of different rural environmental regulation level is mainly the difference in the environmental regulation enforcement.In addition,The differences in environmental carrying capacity and residents’ awareness of environmental protection is also the reasons of different rural environmental regulation level.The differences of environmental regulation affect the development of chemicals industry in rural areas.(2)The rapid development of rural chemical industry in China has got a big scale,and the overall growth rate of rural output value exceeds the national average with a trend of further expansion.Eastern countryside that located in the coastal with perfect infrastructure is still the place the where the rural chemical industry concentrates.How to optimize the chemical industrial layout has become a pressing matter of the moment,and it needs to be vigilant that part of the resource intensive chemical industry has strong rising trend in the western rural areas.Although the growth rate of the industry in central rural areas is less than the one in eastern and western rural areas,the gap is small,the overall stability of the development trend need to be paid attention.(3)The level of environmental regulation has a significant negative impact on the development of the rural chemical industry.In addition,the preferential investment in rural areas,market size,resource advantages and the value of pre-chemical production has a significant positive impact on the development of chemical industry in rural areas,the technical factors has a negative impact on the development of chemical industry in rural areas.There is a significant positive correlation between the development of chemical industry in rural areas in China.
