China is in a period of rapid development. Both historical experience and the current environmental conditions require us no longer sacrifice environment to economic development. We cannot follow the old way of "pollution first, then governance". On the contrary, we should take the way of "evaluation first, then construction ". Environmental impact assessment system, which contains pre evaluation system, public participation system and preventive function, manifests its incomparable superiority. Public participation, as an important part throughout the entire process of environmental impact assessment, is not only the embodiment of democratic environmental decision-making, but also the requirement of democratic politics. From the view of the world, public participation system is in the development stage. In western developed countries, for their perfect foundation of political participation system, political participation experience is directly absorbed in environmental impact assessment. Compared with the developed Western countries, many deficiencies are highlighted in China’s current participation system. In order to further improve public participation level of environmental impact assessment system, we should actively learn the advanced experience from foreign public participation system. At the same time, we should also combined with China’s national conditions, promote civic environmental consciousness, and create a good environment for participation. Only in this way can we make sure the realization of public participation system and the formation of a satisfied evaluation of public participation mechanisms, by which increase environmental impact assessment effectiveness and protect the public’s environmental rights and interests.
