The Studuy Of Production Safety Regulation Of Ordos City

With China’s rapid economic and social development, problems concerned with production safety is getting more and more attention from the whole society. As government’s department, mechanism of production safety regulation have been set up all over the country in order to curb the various types of production safety accidents, but as to new organization of production safety regulation, how to give full play to the role of the governmental regulation, make the situation of production safety change for the better stably, it have been one important part of work of governments at all levels. Based on related theories as a guide, this paper takes Ordos City (the Inner Mongolia rich resource city whose economy develops rapidly) as an example, combines theory and empirical methods, gets in-depth analysis of the main existing problems of Ordos City’s production safety regulation and their causes, draws on the experience of foreign developed countries, and further puts forward some countermeasures and suggestions for the perfection of Ordos City’s production safety regulation, which are some experience provided for other local governments. This paper is divided into five parts:The first part is introduction, which briefly introduces the background and significance, the summary of research, the research ideas and methods; simultaneously it proposes the innovation and shortcomings.The second part is the definition and theoretical foundation of governmental control in the production safety. This section gives the basic concept of production safety and governmental regulation, and it analyses the responsibilities of government to regulate production safety from the perspective of Economics and Administrative Sciences, at the same time it proceeds to analyze the responsibility of production safety regulation between the central government and local government.The third part is the status quo of production safety in Ordos, existing problems and causes. Combined with the main problems existing in current safety production regulation in Ordos, the causes are analyzed from four aspects, including national system, government regulation, corporate responsibility and social environments.The fourth part is experience of foreign developed governments on production safety regulation. This part introduces western developed countries’successful experience of production safety regulation, such as the US, Britain and Japan, etc. which has reference value to production safety regulation of China’s local governments.The fifth part displays countermeasures and proposals for the perfection of Ordos City’s production safety regulation. This part sets out from Ordos City’s reality, learns from the successful experience of foreign developed countries and puts forward countermeasures and suggestions for main existing problems in Ordos City’s production safety regulation.
