Since the 18th National Congress of the Party,the General Secretary has put forward the conclusion that "landscape,forest,lake and grass is the community of life"from the overall vision of the construction of ecological civilization.Green road series up"mountains,water,forest,fields,lakes,grass" to form an important ecological landscape,both landscape and ecological environment functions,has become a hot spot in the construction of beautiful China in the new era.Based on the new public management threshold,this paper uses the methods of literature research,CVM value evaluation,whole life cycle analysis,systematic analysis and case comparison to sort out the present situation of planning,construction,management and operation of Wuhan pan-gold-silver lake green road,evaluate the comprehensive value of green road development in empirical area,sort out the problems existing in the whole life cycle of green road management in empirical area,analyze the obstacle risk of-term green road management,and finally put forward the policy suggestions to perfect the long-term management mechanism of green road.Main research conclusion:the value connotation of green road practice under the new public management theory:service-oriented government,public interest goal,public participation,ecological harmony,is the value goal of long-term management of green road.The CVM value evaluation of Pan-Jinyin Lake Green Road shows that the average WTP willingness to pay is 31.5 yuan,and the six research cases of the existing documents are at a low level.Lower than the WTP value of the same Wuhan East Lake Green Road(46.88),indicating that the respondents’ recognition of the service value of Pan-Jinyin Lake Green Road is low.respondents’ willingness to pay is significantly affected by age,income level,education level,housing status,and the WTP value decreases rapidly with the increase of living distance,indicating that as a public resource,the radiation capacity of the pan-gold and silver lake green road is weak.There are some practical problems in management,such as insufficient systematic planning,contradictions and conflicts in implementation level,inefficient operation,weak construction sustainability and low comprehensive recognition.The delay of top-level planning and the lack of long-term management mechanism are the key obstacles and risks to the practical problems of green road management To improve the long-term management mechanism of Jinyin Lake Green Road in Wuhan,we should comprehensively innovate the management objectives of Green Road,strengthen the overall planning and link up,construct a pluralistic governance system for the development of Green Road,enhance residents’ sense of participation and acquisition,and promote environmental tolerance and coordinated development. |
