Since its emergence,Liquefied Natural Gas(LNG)has become the focus of the global energy market thanks to its advantages of environmental protection,economic efficiency and being suitable for long-distance sea transportation with large storage capacity.At the same time,with the increasing call for global green development and environmental protection,the world's demand for clean energy is also increasing.In addition,due to the disequilibrium of the global distribution of natural gas and the demand of various countries for natural gas,the rapid development of worldwide LNG trade and LNG handling terminals'constructions has been promoted greatly.Despite China's LNG industry started later than Japan,South Korea and other developed countries,the first LNG receiving terminal in China-Shenzhen Dapeng LNG Receiving Terminal was not put into production operation until 2006,the construction and operation of infrastructures related to the LNG industry such as LNG receiving terminals in China have developed rapidly thanks to national social and economic development,ecological and environmental policies and energy structure adjustment and many other favorable factors.With the development of LNG international trade,the number of LNG loading and unloading terminals will then increase,and the LNG ship's handling operation will be more frequent as well.And the LNG ship's handling operation is a key link of the international LNG trade chain and also a high risky link.It is of a wide range,complex process,more than risk points and difficult safety management,etc.If the management and control is not appropriate,accidents such as ship's lines broken,equipments and facilities damaged,large leakage of LNG or even fire explosion may occur,and then resulting in casualties and heavy property losses and other serious consequences.Therefore,it is of great significance to carry out risk management on LNG ship's handling operations and strengthen the safety controls of LNG ship's handling operations to ensure the safety of personnel and property,the protection of marine environment,and the promotion of the efficient development of enterprises and the healthy development of social economy.This study based on the status quo of LNG ship's handling operation of Q company(the management company of the production operation of a state-owned large-scale LNG receiving terminal),analyzed the current problems and deficiencies of Q company's risk management on LNG ship's handling operation,and refered to the current research results of domestic and foreign scholars on LNG ship's loading and unloading operations or other similar operations,completed the risk management research on LNG ship's handling operation of Q company based on the risk management theory method.The main works of this study are as follows.(1)According to the actual situation of LNG ship's handling operation of Q company,used the methods of Work Breakdown Structures(WBS)and Brain Storming(BS)to carry out the risk identification on the LNG ship's handling operation of Q company,tease out the risk points(a total of 32 risk points)in different stages of LNG ship's handling operations,and then form the risk list accordingly.(2)According to the relevant requirements on safety risk classification standard of the group company of Q company,combining with the actual operating characteristics of the LNG loading and unloading dock of Q company,and based on the relevant theories of the risk matrix evaluation(LS),established the‘Grading table of the risk possibility of LNG ship's handling operation',the 'Grading table of the risk severity of LNG ship's handling operation',and the 'Matrix table of security risk'.(3)Inviting 27 experts to conduct quantitative evaluation,item by item,on the possibility of the incident and the severity of the consequences of each risk in various stages of the handling operation,using the quantitative analysis method such as the method of arithmetic average etc.,to analyze and sort out the experts' evaluation results,and then judge the risk level of the corresponding risk events,and establish the corresponding risk matrix.(4)Using the Fishbone Diagram(Man,Machine,Material,Method and Environment)to carry out the cause analysis for the 6 risk events rated level II respectively.Finally,proposed the corresponding prevention and control counter-measures and safeguard measures for the different levels of risk events,according to the results of risk assessment and cause analysis.Through the application of the research results,the risk control level for LNG ship's handling operation of Q company can be promoted significantly and its existing problems in risk management on LNG ship's handling operation can be improved effectively.In addition,it is beneficial for Q company to improve security and economic benefits and it is helpful for it to maintain stable production and management,and establish a good social image.At the same time,the results of this study can also provide certain reference for other similar enterprises(especially for new projects)to manage the risk of LNG ship's handling operation.
