In recent years,the rapid growth of energy consumption has led to the increase of air pollutant emissions in China.Under the dual pressures of the continuous growth of energy consumption and air environment pollution,China’s government has proposed a series of policies and targets for controlling energy consumption and improving air quality.As an indusral province,Henan consumed more energy than the most China’s provinces,and industrial energy consumption is dominant in Henan.Consequently,hazes occuered during winter in Henan,and Henan is.still one of the most polluted provinces.It is significant to analyze industrial air pollutant emission reducdtion potitentals,and evaluate their impacts to regional air quliaty and residential healthy benefits for air pollution control in Henan with its surrounding areas.Based on the activity level data of industrial energy consumption and product production of Henan Province in 2017,this study adopts the emission factor method to estimate the air pollutant emissions emiitted by industry source in Henan Province and analyzes its air pollution emission characteristics.Then several emission reduction scenarios were set to analyze the emission reduction potential of industry sector,andr predict energy consumption in Henan Province in future.Finally,the contribution of industrial emission reduction for the improvement of regional air quality and relataed residential healthy benefits were evaluated wihtthe air quality model and the Poisson regression model.The results show that,in 2017,the emissions of SO2,NOx,CO,PM10,PM2.5,VOCs,NH3,BC and OC of Henan’s industrial sector were 146.6 kt,166.9 kt,1393.7 kt,285.7 kt,179.3 kt,230.5 kt,14.9 kt,27.6 kt and 15.9 kt,respectively.The emission intensity of central and northern regions in Henan were significantly higher than other regions.Under the Business As Usual(BAU)scenario and the Pollutant Emission Reduction(PER)scenario,in 2030,the total industrial energy consumption of Henan Province are 151.45 and 110.43 million tons of standard coal,the adoption of energy-saving technologies and control measures for high-energy-consuming products can effectively curb energy consumption growth.Compared with BAU scenario,the emissions of industrial air pollutants in Henan Province will decrease in 2030 under other emission reduction scenarios.Under PER scenario,SO2,NOx,CO,PM10,PM2.5,VOCs,NH3,BC and OC emissions are reduced by 88.3%,89.1%,46.2%,81.8%,75.4%,50.1%,66.3%,80.3%and 74.1%,respectively.Based on the results of simulated PM2.5 concentration in different scenarios by CMAQ model,under PER scenario,in 2030,Henan’s annual average concentration of PM2.5 is reduced by 7.2μg/m3 compared with the BAU scenario.It is proven that the implementation of industrial emission reduction measures can effectively improve the air quality in Henan Province.The results of the healthy benefits evaluation show that the number of 45,510 cases of deaths and hospitalizations could be avoided in PER scenario compared with BAU scenario,the population’s health risk will be reduced by 7.3%,and the healthy economic benefits obtained will reach 504 million CNY.
