Fine particulate matter(PM2.5)and ozone(O3)have become the main pollutants affecting air pollution of the Beijing-Tianjin-Hebei(denoted as BTH)region.So the coordinated control of PM2.5 and O3 is very critical and urgent for the continuous improvement of air quality in BTH region.Previous studies have found that nitrogen oxides(NOx)and volatile organic compounds(VOCs)are important common precursors of PM2.5 and O3.Therefore,we can achieve the coordinated control of PM2.5 and O3 by reducing NOx and VOCs,which will further improve the effectiveness of air pollution control.Taking the 13 cities and key pollutant emission industries in BTH region as research objects,this study evaluates the abatement costs and health benefits of NOx and VOCs co-emission reduction.Appling a city-level computable general equilibrium model(CGE)of the BTH region,the marginal abatement costs of NOx and VOCs are simulated and described by curves.Then this study constructs the PM2.5and O3 coordinated control evaluation model to formulate the NOx and VOCs co-emission reduction strategy that achieves the PM2.5 and O3 concentration standard and the best emission reduction cost.Finally,based on the exposure response relationship,we combine the value of a statistical life(VSL)and the cost of illness(COI)to evaluate the health benefits of air quality improvement.The results are as following.In order to make the concentrations of PM2.5 and O3meet the national secondary standards and cost the least,the emissions of NOx and VOCs in the BTH region should reduce by 47.6%and 42.8%than 2017 respectively.More specifically,the NOx and VOCs reduction rates in 13 cities ranged from 24.64%to 67%and 21.92%to 60.57%separately,and the emission reduction rate of VOCs is higher than that of NOx in most cities.Besides,the total emission reduction cost is about 99.281 billion yuan,and the health benefits are 304.511(95%CI:1098.79~14502.5)billion yuan,and their ratio is 3.07,which means the PM2.5 and O3co-control scheme will produce positive benefits for the BTH region.Based on above research results,this study proposes some policy suggestions.The government of the BTH region should formulate the regional level NOx and VOCs co-emission reduction plan,and further promote the PM2.5 and O3 co-control mechanism.They also should optimize the compensation mechanism for the air pollution control and innovate endogenous incentives to improve the construction of the air pollution prevention and control system. |
