The public has rightly focused on the alarming sight of soot-black airswallowing whole cities on the chinese mainland more than they ever had in recent years,for it was a serious threat to human health. At present, the vehicle has been proved to be an important source of particulate matter pollution, and the vast majority of motor vehicle particulate matter emissions came from compression ignition vehicle, more than 99 percent of it came from compression ignition vehicle in Sichuan Province. Studies on the emission limits for particulate matter emissions from in-use compression ignition vehicle can effectively promote particulate matter emissions reduction in Sichuan Province, and have important meaning to improve the local standard system of in-use vehicles and to advance the living environment.In this paper, as a reference to the recommended limit of the national industry standard " The principle and method of confirm limits for exhaust smoke from lug-down mode for in-use motor vehicles with C.I.E(Compression Ignition Engine) "(HJ/T 241-2005), and based upon the test data obtained in experiments and investigated in various environmental inspection agency of Sichuan Province. According to the motor vehicle ownership data and PM emissions data of Sichuan Province, it presented the determination principle and technical route of compression ignition automobile. And carries on the statistical analysis to sample data which detected by Lug-down method with extracting principle of integrality, comprehensiveness, integrity and generalizability, then put forward the initial limit according to the principle and technical route.This paper analyzed cumulative frequency of high emission vehicles by EXCEL software, to find out the influence of the control technology of engine on emissions, and to determine the impact of cumulative mileage on emissions through the SPSS19.0 statistical analysis software for single factor analysis of variance. Amend the initial limit value based on three factor, such as engine control technology, cumulative mileage and quality of fuel, then put forward the recommended limit value.This paper evaluate three aspects of the recommended limit value according to the national industry standards and compression ignition local vehicle emission limits which have introduced in other provinces, such as the annual type division, the limit value level and the execution time of the recommended limit, in order to ensure the rationality and feasibility of the it.This paper deduces the related calculation formula of particulate matter reduction and emission factors of compression ignition vehicles. And account compression ignition vehicle emission factors of Chengdu City by use of IVE vehicle emission model. And calculated the particulate matter reduction of Sichuan Province after the recommended limit value executed on the basis of the calculation formula. At last, analyses the environmental benefit, economic benefit and social benefit after the limit value implementated.
