For a long time,natural disasters are a very serious challenge for human society.The frequent occurrence of natural disasters in Shanxi Province,deeply affected by them,has brought huge losses to human beings,including economy and personnel,which seriously threaten the survival and development of human beings,so it is indispensable to pay attention to and manage them.How to prevent and control natural disasters and improve the coupling coordination degree between natural disasters and social economy has become an urgent problem in Shanxi Province.Based on the natural disaster theory and disaster risk model,this paper uses PP,CRITIC and GIS to make empirical research on drought,flood and geological disasters respectively according to the relevant data of Shanxi Province from 2010 to2019,and then uses the comprehensive risk assessment model of natural disasters to assess and regionalize the comprehensive risk of three kinds of natural disasters,Finally,the coupling coordination degree model is used to study the coupling coordination relationship between the comprehensive risk of natural disasters and social and economic development in Shanxi Province.The results show that: first,the drought disaster risk in Shanxi Province is increasing from north to south.The high risk areas are located in Taiyuan and Yuncheng,while the light risk areas are mainly located in Datong,Xinzhou and Yangquan.Medium and high risk areas account for nearly 60% of the total area in Shanxi Province.Second,the risk of flood disaster increases from the middle to the north and south,especially in the southeast.The risk of flood and waterlogging in Xinzhou is the lowest and Changzhi is the highest.The middle and high risk areas account for 55.6% of the whole Shanxi Province.Third,taking Taiyuan as the watershed,the risk of geological disasters is smaller in the north and larger in the south.Taiyuan has the highest risk,Xinzhou has the lowest risk,and Linfen is in the middle.The middle and high risk areas account for about 56% of Shanxi Province,indicating that natural disasters have a great impact on the overall social economy and natural environment of Shanxi Province.Fourth,the comprehensive risk of natural disasters shows a trend of smaller risk in the north and larger risk in the south.Taiyuan is the highest,Xinzhou is the lowest.Medium and high comprehensive risk areas account for 74.3% of Shanxi Province,nearly 3/4 of Shanxi Province.It can be seen that the situation of natural disasters is not optimistic,which needs to be paid attention to by all departments.Fifth,Shanxi Province is mainly in the stage of reluctantly coupling coordination,and natural disaster prevention and economic development are reluctantly coordinated.Among them,there are 9coordination cities and 2 imbalance cities.Xinzhou is in serious imbalance,while Yangquan is on the edge of imbalance;There are six cities in the barely coupling level,namely Datong,Shuozhou,Luliang,Jinzhong,Yuncheng and Jincheng;Linfen and Changzhi are in primary coupling;Taiyuan is in the stage of high coupling.To sum up,Shanxi Province should pay attention to the prevention and control of natural disaster risk while accelerating economic development. |
