| In recent years,the rapid development of China’s agriculture has also brought a series of environmental problems,agricultural non-point source pollution is one of them.Agricultural non-point source pollution has the characteristics of dispersion,concealment and randomness,which leads to the increasingly serious environmental pollution and even becomes the main factor affecting the environmental quality.As one of the agricultural non-point source pollution,non-point source pollution of chemical fertilizer is hidden and persistent to soil and water.The treatment of non-point source pollution of chemical fertilizer plays an important role in soil remediation and water resources protection.In recent years,governments at all levels pay more and more attention to non-point source pollution of chemical fertilizer,and increase the treatment of non-point source pollution of chemical fertilizer from many aspects.The situation of non-point source pollution of chemical fertilizer has greatly improved,but there are still many blind spots and shortcomings.Therefore,it is of great significance in theory and practice to strengthen the treatment of non-point source pollution of chemical fertilizer and constantly innovate the treatment methods and levels.This paper takes the non-point source pollution of chemical fertilizer in Dongping County as the research object,analyzes the research background and significance of the treatment of non-point source pollution of chemical fertilizer in Dongping County,and analyzes the current situation of non-point source pollution of chemical fertilizer in Dongping county through the vertical comparison of non-point source pollution of chemical fertilizer in Dongping County in previous years and the horizontal comparison of surrounding cities and counties.Through the investigation and questionnaire survey of farmers and government management departments,it is found that there are the following problems in the treatment of non-point source pollution of chemical fertilizer in Dongping County: the basis of treatment,the policy system of treatment is not perfect,the basis of treatment is not executable enough,and the reliable basis of laws and policies can not be provided for the treatment of non-point source pollution of chemical fertilizer through detailed rules and regulations;the strength of treatment On the one hand,the main body of governance is insufficient,the joint force of supervision is obviously absent,there is no good regulatory network and regulatory system,and there are big loopholes in the regulation of non-point source pollution of chemical fertilizer;on the other hand,the governance means are limited,the management means are weak,and there is no innovative and effective governance methods to follow up and improve.In view of the problems existing in the treatment of fertilizer non-point source pollution in Dongping County,combined with the advanced treatment experience abroad,the following countermeasures and suggestions are put forward: first,strengthen the organization and leadership,compact the government’s responsibility,play the role of government regulation,establish the government assessment and accountability mechanism,increase the government’s financial investment;second,strengthen the policy support,do a good job in economic security,and improve the relevant laws Laws and regulations,the introduction of tax management,pay attention to economic compensation;three is to strengthen technical guidance,multidimensional innovation management,vigorously promote scientific fertilization technology,innovative agricultural business model,build a new model of agricultural enterprise docking;four is to innovate service mechanism,enhance farmers’ enthusiasm,strengthen farmers’ training and education,promote public participation management mechanism,improve the level of information service;five is to strengthen supervision Supervision and monitoring,establish a long-term mechanism,build a monitoring and prevention system,strengthen the construction of supervision and law enforcement team. |
