Study On The Deviate Execution Difficulties And Countermeasures Of Grass-root Environmental Protection Depa Rtment

The Grass-root Environmental Protection Department is the terminal practitioner of the top level design in the field of environment protection and the practice of the environment protection policy.Its effective execution to the environmental protection policy not only satisfies people’s increasing urge to the beautiful ecological environment,but also can promote the promotion of the national governance system and governance ability.But in the reality,the deviate execution of the environment protection policy in the grass-root has always be there.Recently,the central authority has tried to correct the divergence of the environment policy execution via the environment protection supervision,environmental vertical reform and other systems,and the effect is obvious.However,the grass-root environmental governance effectiveness wasn’t as good as expected.The difficulty of the deviate execution in the grass-root environment protection department is expected to be solved as soon as possible.This article is based on the enforcement of environmental policies of the local government and environmental protection department of J county from a view point of the reality and the history.According to the timeline of the different historical periods which the central government enforces the revised the legislative regulations,environmental inspection and vertical change of the environmental system,the article sorts out the influence of the aforementioned chronological changes to the enforcement of environment policies and comes up with conclusion as follow: Firstly,that the deviation of enforcement of the environmental policies has always been in the way of improvement and cannot be eradicated even the community-level environmental protection departments has undergone a systematical transformation of the upper system such as revising legislative regulations,adjusting environmental inspection and vertically changing of the whole environmental system,which resulting in a dilemma of policies enforcement.Secondly,in the various periods of transformation of upper system,the influence of local governments on the enforcement of policies of community-level environmental protection departments has not been erased along with the revision of the legislative regulations,the adjustments of governance pattern,and structural reform.The above-mentioned points have become vital reasons why community-level environmental protection departments have deviated from the enforcement.Based on the above conclusions,this paper will continue to analyze the process of how the local government influence the divergence of execution in the grass-root Environment Protection Department from the following two aspects: why does the local government influence and how to influence.First,the local government has the subjective motivation to influence(economic assessment indicators).Second,the environmental protection mechanism is not perfect and the binding force to the local government is insufficient.Third,the dependence of the grass-root department to the local government,such as the resource input,policy execution and human relations.According to the above conclusions,this paper provides some countermeasures to help to improve the situation of the divergence execution.Such as improve the economic index-oriented assessment index system,strengthen the rigid constraint of the environmental protection operation mechanism,increase the investment of environmental protection policy resources,etc.,to effectively avoid the local government’s policy implementation intervention and localization risk to the local departments.The basic research idea of this article is: use existing research theories to lucubrate the core of the operation of grassroots environment departments,through a series of summaries upon the implementation-behavior history and the real condition of the grass-roots departments in the environmental governance sector,this paper made a batch of extended analyses upon multiple implementation-deviation cases,as well as explored corresponding behavioral logics that how local governments affected these grass-roots departments in practical operations and implementations for various policies therein.There is still a long way to go to achieve the perfect implementation and effective enforcement of environmental policies at the community-level.The paper hopes to open a new perspective on the execution behavior of the grass-root functional departments and comprehensively improve the execution ability and work efficiency of the grass-root functional departments.
