| China’s coal resource production end is separated from the consumption end.The Beijing-Tianjin-Hebei area is one of the main energy consumption areas,and the"San Xi" area is one of the main energy production areas.The two regions transport coal through railways,roads,etc.Based on the severity of the air pollution problem in the Beijing-Tianjin-Hebei region and a series of coal ban policies.In this regard,China has proposed the energy transmission strategy of "transmission from coal to electricity" to reduce the total amount of coal delivered from the "San Xi" areas to the Beijing-Tianjin-Hebei area and increase the total amount of electricity delivered from the "San Xi" areas to the Beijing-Tianjin-Hebei area.Based on existing data,it is speculated that the energy transmission strategy of "coal-to-power transmission"between the "San Xi" area and the Beijing-Tianjin-Hebei region has caused pollution in the Beijing-Tianjin-Hebei region to transfer to the "San Xi" area.How to solve the problem of "pollution transfer" Become the key to promoting the implementation of the energy transmission strategy of "transporting coal to electricity".In this paper,a static CGE model is constructed to simulate and analyze the energy transmission strategy of the "San Xi" and the Beijing-Tianjin-Hebei region"coal transfer to electricity".First of all,from the perspective of theoretical models,it is verified that the energy transmission strategy of "transmission from coal to electricity" has led to the phenomenon of "pollution transfer" between the energy sending and receiving end regions.That is,as the proportion of coal transportation continues to decline,the proportion of electricity transmission continues to rise,and energy the economic and social indicators of the send-end area,the "San Xi" areas,continue to improve,and the environmental indicators continue to deteriorate.This verifies the transfer of pollution to the energy delivery area.Secondly,regarding the"pollution transfer" problem in the energy transmission strategy of "transporting coal to electricity",this paper proposes a single path of "environmental protection tax"based on the existing environmental governance policies,and improves the level of environmental taxation in the regions where energy is sent.The ecological environment is restored to the level before the implementation of the "coal transfer to electricity" strategy.Finally,for the single environmental tax path,while restoring the environment of the energy source region,it will have a negative impact on its economy.This paper proposes to provide ecological compensation by the energy receiving area to the energy source region to solve the economic loss caused by the single environmental protection tax path.The main structure and content of this article are as follows:Chapter 1 is the introduction,which mainly elaborates the writing background and research significance of this article,combs the existing domestic and foreign documents related to this article,and elaborates the innovations and deficiencies of this article.Chapter 2 is about the current situation of atmospheric ecology,coal and electricity demand and transmission in the "San Xi" regions and the Beij ing-Tianjin-Hebei region.Through the analysis of the current atmospheric ecology,the actual impact of "coal to power transmission" on the two regions is obtained.The analysis of the production,demand,and transportation status of coal and electricity in the two regions shows whether there is a surplus of coal in the "San Xi" areas while meeting their own needs,and whether the surplus can meet the needs of the Beijing-Tianjin-Hebei region.The feasibility of the "power transmission"energy transmission strategy.Chapter 3 is the construction and simulation analysis of the "coal to electricity transmission" model of this article,including the construction of the CGE model,the source and parameter processing of the simulated data SAM table,the different proportions of "coal to electricity transmission" and the economic and social environment of the "San Xi" area Impact analysis.The results show that the proportion of "coal transfer to power transmission" is within 40%.As the proportion of coal transportation continues to decline and the proportion of electricity transmission continues to rise,the total economic indicators of the "San Xi"regions,the total GDP,social indicators,and employment continue to rise,and the environmental indicator SO2 Total emissions,total CO2 emissions,and the annual average concentration of PM2.5 have all been rising.The "coal-to-electricity" energy transmission strategy has a negative impact on the environment of the energy-sending area,confirming the existence of "pollution transfer".Chapter 4 is based on the atmospheric ecological restoration of the "San Xi"areas under the single environmental tax path.Firstly,the basis and principles for the selection of environmental protection tax are explained.Secondly,on the basis of the CGE model in Chapter 3,environmental tax variables are added to simulate the impact of different environmental tax levels on the economic and social environment of the "San Xi" regions.The results show that when the proportion of "coal transfer to power transmission" is 5%,10%,15%,20%,25%,30%,35%,40%,the environmental protection tax levels are 80,150,250,335,335,400,400,500 yuan/pollution equivalent,which can effectively restore the atmospheric ecological environment in the area where the energy is sent.Chapter 5 is based on the ecological compensation of the Beijing-Tianjin-Hebei region to the "San Xi" areas where under the path of "environmental protection tax"restoration the economy is damaged.First,the basis and principles of the selection of ecological compensation are explained.Secondly,on the basis of the CGE model in Chapter 3,ecological compensation variables are added to simulate the economic and social environmental impact of different levels of financial compensation funds injected into the "San Xi" areas,and then determine the Ecological compensation costs under the different proportions of "coal to power transmission" and the environmental protection tax level.Finally,it is determined that the ecological compensation fees are divided within the Beijing-Tianjin-Hebei region.The results show that the proportions of "transmission from coal to electricity" are 5%,10%,15%,20%,25%,30%,35%,40%,and the environmental protection tax levels are 100,185,310,415,At 415,500,500,600 yuan per pollution equivalent,the Beijing-Tianjin-Hebei region will pay 6.1,11.3,20.4,27.6,27.6,34.6,34.6,and 42 billion yuan in ecological compensation to the "San Xi" regions.While restoring the environment of the energy source area,it does not harm its economy.Based on the analysis of the first 5 chapters,Chapter 6 proposes multi-path
