Research On Ecological Compensation In Environmental Pollution Control

Ecological compensation mechanism is a new type of resources and environment management model, including the content of environmental management, public policy, public economy and other fields, regarding the ecological environment as an external public product, set up a corresponding compensation mechanism to encourage environmental protection behavior, and increase the production and operation costs of polluters. In a closed system of river basin, the effective implementation of ecological compensation can be adjusted by a series of interests distribution in environmental pollution and ecological protection of associated areas, to punish the area creating ecological environment of negative externality, motivate the area producing positive externalities of ecological environment, and guide local governments to take pollution control measures and constraints ecological destruction self-conscious.At present, the political desire and demand of governments at all levels to establish and implement the policy of ecological compensation is increasing urgent. In this paper, take implementing river basin ecological compensation in Beijing area as the research object, based on the combing and analysis of the existing ecological compensation related theories and policies, fully draw lessons from the experiences of other countries and regions, with Comprehensive consideration of the characteristics of Beijing area social economy development and the ecological environment condition, etc, in view of the implementation process of ecological compensation which has been or will be problems, put forward countermeasures and suggestions, especially in the supervision of implementation process and the using of compensation results highlight the role of "non-governmental organization", and form a long-term mechanism for ecological compensation with local characteristics. This paper has strengthened the innovative research in the compensation standard for implementation and supervision and management mechanism:one is in the process of making river basin ecological compensation standard, besides on the basis of the change of the water quality and amount, increased the penalty factor of river water quality target completion,compressing the area of county government section water quality has improved, but the overall is still substandard opportunity space, can be urged local governments to implement pollution control; Second, in the regulation of river basin ecological compensation link, enhances the function of the nongovernmental organizations (ngos) as the main body of supervision and administration commission, and formulated a series of rules over the use and supervise of compensation.
