The rapid development of China’s economy in recent years is inseparable from the support of the manufacturing industry.The rapid rise of the manufacturing industry has promoted the growth of the national economy and enhanced my country’s comprehensive strength and international influence.However,the problem that China’s manufacturing industry is large but not strong is still quite prominent.Because China’s manufacturing industry has long relied on traditional factors to drive growth,this has also directly caused China’s industry to be at a disadvantage in international competition and at the low end of the global value chain.It is easy to be replaced or eliminated.In addition,if the manufacturing industry wants to achieve high-end development,it must accelerate innovation.However,as far as the actual situation is concerned,China’s manufacturing industry has weak innovation capabilities.The key equipment and core components are heavily dependent on imports.At present,developed countries have comprehensively promoted a series of strategies such as the "return of manufacturing industry".They have relied on advanced science and technology to promote the high-end development of the manufacturing industry.In addition,emerging economies are rising strongly and gradually squeezing out the middle and low-end markets of my country’s manufacturing industry,which has also caused China’s manufacturing to be "enemy on both sides." In this context,the unreasonable industrial structure and serious environmental pollution have become my country’s primary problem to solve.Therefore,exploring a feasible path to accelerate the transformation and upgrading of my country’s manufacturing industry is an important measure for the high-quality development of my country’s economy and the realization of "Made in China".As the economy enters a new normal,our country emphasizes the use of innovation to promote the upgrading of the industrial structure,while developing innovative productivity while taking into account environmental protection and resource conservation.In response to this,my country has successively promulgated and implemented a series of environmental protection policies and intensified environmental regulations.So will environmental regulations have an impact on the upgrading of the internal industrial structure of the manufacturing industry?What is the impact?What is the mechanism of action?This is the key issue discussed in this article.Based on the analysis of domestic and foreign environmental regulation,industrial structure upgrading and other related research results,the research direction of this article is clarified,the basic connotation of environmental regulation and other basic connotations are defined,and the current situation of China’s environmental regulation and industrial structure layout is described and sorted The three transmission mechanisms of environmental regulation,technological innovation,and the upgrading of the manufacturing industry structure are selected.The provincial panel data from 2007 to 2016 are selected,and the mediation effect method of Wen Zhonglin(2004)is used to empirically verify the mediation effect of technological innovation,and The non-linear relationship between environmental regulation and the high degree of manufacturing industry structure.The empirical analysis results show that:(1)the current intensity of environmental regulations in China can effectively force enterprises to carry out technological innovation;(2)technological innovation has a positive effect on the optimization and upgrading of the manufacturing industry structure;(3)environmental regulations can promote technological innovation This will further accelerate the upgrading of the manufacturing structure,and it can also directly affect the advancement of the industrial structure;(4)The relationship between environmental regulation and the advancement of the industrial structure shows an obvious inverted "U" shape;in terms of the current development status,China’s current environmental regulatory policies are driving the highly advanced development of the manufacturing industry structure.Based on the empirical test results,this article gives the following four policy recommendations:(1)Formulate reasonable environmental regulatory policies and improve the environmental regulatory system.(2)Appropriately increasing the intensity of environmental regulations will help promote the advancement of the industrial structure.(3)Deepen innovation drive and establish a green innovation mechanism.(4)Strengthen the interaction between environmental regulation and technological innovation,and promote the advanced development of the manufacturing industry structure.
