Study On The Impact Of Environmental Regulation And Government R&D Subsidies On Industrial Structure Upgrading

Extensive economic growth has led to increasingly serious environmental problems.Environmental pollution problems are closely related to industrial structure.Promoting the upgrading of industrial structure is an important path for environmental protection and high-quality economic development,this thesis takes environmental regulation and industrial structure upgrading as research clues,and takes into account the loss of efficiency caused by the possible regulatory distortion of environmental regulation,and includes government R&D subsidies in the research framework of environmental regulation and industrial structure upgrading.This thesis investigates whether government R&D subsidies can effectively cooperate with environmental regulations to force industrial structure upgrading,so as to achieve the effect of pollution reduction and emission reduction for industrial groups,and further explores the mechanism of its policy synergy on industrial structure upgrading.The findings of this thesis based on the above issues can provide guidance for the government to choose the policy mix and help clarify the role of the government in the process of industrial structure upgrading,thus promoting industrial structure upgrading and high-quality economic development.In the analytical framework of theoretical studies on environmental regulation,government R&D subsidies and industrial structure upgrading,this thesis takes the theories related to environmental regulation,theories related to technological innovation,theories related to industrial structure upgrading and synergy theory as the theoretical basis of the research,and firstly,it composes the literature classification from the influence of environmental regulation,government R&D subsidies and policy synergy effect on industrial structure upgrading,and connotes and classifies the environmental regulation,government The thesis also defines the concepts of environmental regulation,government R&D subsidies,industrial structure upgrading and synergy between environmental regulation and government R&D subsidies.Second,this thesis examines the historical trajectory of environmental regulation,government R&D subsidies and industrial structure upgrading in China and,on this basis,provides an overview of their current situation and problems respectively.Again,this thesis analyzes the mechanism that environmental regulation will force industrial structure upgrading from both green barrier effect and technological innovation effect,and introduces government R&D subsidies on this basis to analyze the role of policy synergy effect on industrial structure upgrading,and further analyzes that policy synergy will strengthen the "technological innovation effect" and mitigate the "cost constraint effect" through In addition,we further analyze the effect of policy synergy on industrial structure upgrading by strengthening the "technological innovation effect" and alleviating the "cost constraint effect".To address the hypotheses proposed in the theoretical and mechanistic analysis,this thesis uses panel data of 30 Chinese provinces from 2009 to 2019 and performs regression analysis using SYS-GMM estimation method for the overall sample and the East and Central-West samples respectively,and performs robustness tests by replacing the explanatory variables.The following conclusions were obtained from the study of this thesis.(1)There are regional and stage differences in the development of environmental regulation,government R&D subsidies and industrial structure upgrading in China.(2)At the national level,there is a positive U-shaped non-linear relationship between environmental regulation and industrial structure upgrading.At the regional level,there is a positive U-shaped dynamic relationship between environmental regulation and industrial structure upgrading in the eastern region,which is consistent with the national sample,and a non-significant positive U-shaped dynamic relationship between environmental regulation and industrial structure upgrading in the central and western regions.(3)Government R&D subsidies have a positive moderating effect in the process of environmental regulation on industrial structure upgrading.There is a synergistic effect between government R&D subsidies and environmental regulations,government R&D subsidies can effectively cooperate with environmental regulations to force industrial structural upgrading.However,this synergistic effect shows spatial differences in terms of geographic patterns,with a greater synergistic effect in the eastern coastal region and a smaller synergistic effect in the central and western inland regions.(4)The policy synergy can promote industrial structure upgrading by strengthening the "technological innovation compensation effect",but there is no effective synergy between the policy synergy and energy cost,i.e.,the synergy between government R&D subsidies and environmental regulation policies cannot alleviate the"cost constraint effect" on industrial structure upgrading.cost constraint effect" on industrial structure upgrading.(5)Technological innovation,foreign direct investment,urbanization and human capital are all favorable factors for industrial upgrading.Trade openness and energy cost have inhibiting effects on industrial upgrading.Meanwhile,FDI has different effects of promoting and inhibiting industrial structure upgrading in the east and the central and west respectively,which may be related to the FDI inflow seeking motive and technology absorption capacity.The study concludes by suggesting that we should actively make use of the pushback effect of environmental regulation on industrial structure upgrading,give full play to the innovative compensation effect of environmental regulation policy,and make environmental regulation become a driving force for China’s high-quality economic development;actively play the role of policy synergy effect on industrial structure upgrading;increase the role of environmental technology innovation effect on industrial structure upgrading;improve the quality of foreign investment introduction,adjust the structure of foreign trade,deepen human capital accumulation,accelerate the speed of urbanization and other policy suggestions,in order to realize China’s industrial structure upgrading.
