On The Principle Of Ecological Standardization And The Path Of Legal System Construction

Eco-Civilization requires standard as tool.At present,the construction of ecological standardization has just started,compared with the advance of ecological practice,the principles,methods and systems of ecological standardization are still slow or even stagnant,this situation should be noticed and improved in time.This paper points out the logic of the direction for the system construction path according to the principle,and studies establishing the frame for the system construction path,under the guidance of superimposed creative thinking,based on the principle definition of path selection,standardization development stage and different stages of standardization principle,as well as ecological basic law,ecological society facing many challenges and needs,try to put forward systematic principle,integrity principle,feedback principle and other ecological standardization principles;pointed out the matching ecological standardization methods,namely comprehensive standardization method,connectivity and circulation method,ecological restoration and ecological compensation method;uphold the ecological practice from ecological practice to return to ecological practice,Jiangxi Ecological Model of "Mountain,River,Lake,Human" ecological construction model and ecological standard results mapping principles and methods,According to the ecological requirements,the standardization results in this process are still in the initial stage of the development of ecological standardization,which can not be matched with the ecological model of "Mountain,River,Lake,Human".On the basis of the above research,this paper creatively puts forward the path of institution construction.As the starting point of the path,common belief,departmental interest and path dependence play a leading,driving and determining role in system construction,innovation and divergence.As the horizontal choice of the path,the three-dimensional nature of the standardization system is embodied through the "Jiangxi Standardization Regulations(Draft)",which puts forward Ecological Red-line Mandatory Standard,Ecological Green-line Recommended Standard,Green Product Certification.As the vertical choice of the path,the paper puts forward three modes of supply—Government Standards,Association Standards,Market Services,with emphasis on Association standard including alliance standard significance of the construction of ecological standard system.Through source support,starting point search,horizontal and vertical choice to build a system construction path,in order to provide institutional support for the development of ecological standardization.
