The report of the 19th National Congress of the Communist Party of China pointed out that to build a modern economic system,the focus of economic development must be placed on the real economy.In the development of the real economy,the key points,difficulties and outlets are in the manufacturing industry.“Innovation-driven” and “green development” are the key to promoting the optimization of manufacturing structure and helping China’s manufacturing industry to climb the high-end of the global value chain.Therefore,it is necessary to study the impact mechanism of environmental regulation on the optimization and upgrading of manufacturing structure based on the perspective of technological innovation,and provide relevant ideas for promoting the high-quality development of manufacturing in China.Based on the analysis of environmental regulation,technological innovation,and the development status of the manufacturing structure,as well as combing the theoretical basis of the three,this article uses panel data from 30 provinces and cities in China(excluding Tibet,Hong Kong,Macau,and Taiwan)from 2005 to 2016.From the perspective of technology innovation,the impact of environmental regulations on the manufacturing structure is examined.Firstly,the system GMM model and the fixed effect model are comprehensively used to explore the impact of formal and informal environmental regulation on the optimization of manufacturing structure and its regional heterogeneity through the intermediary effect of technological innovation.The results show that at the national level,from the direct effect,formal environmental regulation can only promote the advanced structure of the manufacturing industry,while informal environmental regulation promotes the rationalization and upgrading of the manufacturing structure;from the indirect effect,Both environmental regulations can positively affect the rationalization and upgrading of the manufacturing structure by forcing technological innovation.At the regional level,the two environmental regulations have significant regional differences in the impact of the rationalization and upgrading of the manufacturing structure through the intermediary effect of technological innovation.Secondly,considering the upgrading of manufacturing structure is the ultimate goal of manufacturing structure optimization,the dynamic spatial Dubin model is further used to examine the spatial effects of environmental regulation and technological innovation on the structural upgrading of manufacturing.The results show that at the national level,technological innovation has a positive spatial spillover effect on the upgrading of manufacturing structure,while environmental regulation has a negative spatial spillover effect on the upgrading of manufacturing structure;at the regional level,environmental regulation,technological innovation to manufacturing There are obvious regional differences in the spatial effects of industrial structure upgrading.Thirdly,considering the impact of different environmental regulation intensity on technological innovation,the panel threshold model is further set to examine the impact of environmental regulation on the structural upgrading of manufacturing industry through the path of technological innovation.The results show that the intensity of environmental regulation is weak.Strong,it will have a double threshold effect of "strong suppression-weaker suppression-interaction promotion" for technological innovation and then for the upgrading of manufacturing structure.Finally,based on the results of empirical research and the problems found,the paper proposes relevant countermeasures on how to implement environmental regulation to promote the optimization of manufacturing structure.Specifically,it will:promote the formal and informal environmental regulation,and play the complementary effect of the two;strengthen the interaction between environmental regulation and technological innovation,and leverage the technological innovation;formulate differentiated regional environmental regulation policies,promote the coordinated development of regional manufacturing structure;The inter-regional linkage mechanism of environmental regulation enhances the overall effect of environmental regulation;fosters the independent innovation capability of green technologies and strengthens the source of development of green manufacturing.
