A Study Of The Improvement Of Regional Eco-innovation Output

With the increasing seriousness of ecological and environmental problems and the increasing prominence of scientific and technological innovation,how to achieve economic development while maintaining eco-friendliness has become an important problem in the current regional development.Eco-innovation takes into account the dual goals of economy and environment,and has become an important means for regional innovation subjects to cope with changes in the institutional environment.In the Chinese social context,regional governments continue to play a macro-control function,influence regional technological innovation through public policy means,and occupy an important position in regional eco-innovation,but at present,research on eco-innovation is mostly from the organizational and micro-enterprise levels,ignoring the public policy forces from the government.Eco-innovation emphasizes both technological innovation and eco-friendliness.The government influences the"ecological" goals in regional ecoinnovation through environmental regulation policies,and at the same time influences the"innovative" behavior in eco-innovation through innovation policies.To study the drivers of regional eco-innovation from the perspective of public policy,it is necessary to combine environmental regulation policies with innovation policies.Only in this way can we fully understand the role of government in the process of regional ecoinnovation.Based on this,this paper studies how the government influences the performance of regional eco-innovation through environmental regulation policies and innovation policies in the Chinese context,and studies the moderating effect of innovation policies in environmental regulation policies and regional eco-innovation output.The study believes that both environmental regulatory policies and innovation policies can positively affect the performance of regional eco-innovation;innovation policies can positively moderate the relationship between environmental regulatory policies and regional ecoinnovation output.Through the panel data analysis of 29 provinces in China from 2009 to 2019,it is found that the improvement of regional eco-innovation output at this stage mainly depends on command-control environmental regulation policies,and the role of economic incentive environmental regulation policies is weak.In terms of innovation policies,the government’s non-direct policies such as building a good innovation environment and promoting the transformation of scientific and technological achievements are more prominent in the performance of regional ecological innovation.There is a certain interaction between the two policies.The research conclusion partially confirms the research hypothesis of this paper,especially the relationship between innovation policy,environmental regulation policy and regional eco-innovation output.The study conclusions provide a theoretical basis for improving the performance of regional innovation,enrich the research content of public policy and eco-innovation in China,and provide some policy implications for the government to promote the development of regional eco-innovation through policy tools.
