Research On Evaluating Coordination Degree Of Energy-Economy-Environment System For China’s Vice Provincial Cities

As the sustainable development has received a worldwide attention,the status of cities in the realization of social sustainable development has been constantly prominent.How to realize "allow cities to continue to thrive and grow,while improving resource use and reducing pollution and poverty" has become an important issue to promote the world sustainable development.The extensive development pattern in the past caused a large number of energy consumption and environmental pollution as China’s economic growth.With the transformation of China’s economic development pattern,the utilization of urban energy and environmental resources should be adapted to the running state of economy.As the “test field” and “leader” of urban development,the vice provincial cities have political and resource allocation advantages beyond general cities.The research on the characteristics of the coordinated development of 3E systems in vice provincial cities will help guide the urban sustainable development,and drive the development of surrounding areas and urban agglomerations.The evaluation and suggestions of the 3E system coordination development for the vice provincial cities will play an important role in China’s sustainable development promotion.Based on the existing research,this paper defined the concept of coordinated development,set up the index system of the coordinated development of the 3E system for vice provincial cities based on the sustainable development theory,3E system theory,coordination degree and other related theories,and established the evaluation model of the two systems and the 3E system coordination degree.The results revealed that the development level of energy subsystem is highest in most cities.The overall coordination level of the environment-economic system is better than that other systems,and the energy economy and economic-environmental coordination degree are the highest in Qingdao and Ningbo,and the energy-environmental coordination degree is the highest in Xiamen and Chengdu.The 3E system coordination level was characterized as “Degree fluctuated rising and the gap gradually decreased”.Pollution emission was still a key factor that hindered the coordinated development of most vice provincial cities.Finally,policy recommendations such as reducing coal consumption,developing circular economy,cultivating new driving force ofeconomic development,building a modern industrial system were proposed for different urban development characteristics.Based on the above content,this article attempts to further enrich the urban 3E system coordination theory and provide a basis for exploring and formulating conducive policies to the coordinated development of urban energy,economy and environment in China.
