A Study On Problems And Countermeasures Of Environmental Supervision In Constructing Eco-industrial Park

Due to 30 years' rapid and extensive economic development,the ecological environment of China is under great pressure.Recently,the government has been aware of the importance of environmental protection.Therefore,they have made a lot of efforts in environmental management.However,the pollution is still rather serious and our task of preventing pollution is still arduous.As administrative organs of taking charge of local affairs,Chinese local governments are endowed with an important function of ecological environment supervision.Local govrnments' intervention in environmental supervision is not only a fundamental function of the government,but also an important part of the local sustainable development of ecological environment.As third generation industrial park after economic development zone.high-tech development zone,eco-industrial park,which reduce maximum energy consumption and waste emission,has become the construction priorities to solve the problem of economical development and environmental protection.From 1999,China has started to construct eco-industrial parks.Under the background of eco-industrial park construction,the paper discusses the countermeasures of environmental supervision of local government,taking Y International chemical industrial park as an example.According to relevant statistics,government documents,the paper raises those problems via investigation and interview.It analyzed the current environmental quality,pollution emissions and government supervision of Y International chemical industrial park.Then the paper discusses the current problems of supervision in Y International chemical industrial park,such as the incomplete policy system caused by irrational regulatory system,lack of enforcement means caused by single-mode management,insufficient technological innovation caused by lack of funds,and inactive public participation caused by weak environmental awareness.By comparing the typical cases of industrial parks in America,Japan,Shanghai,and Suzhou,through documents analyze and interview,the paper summarizes the countermeasures of the supervision problems in industrial park.The government should perfect the policy system,enforce creative regulatory means,expanding money input to support technical innovation,and increase public eco-consciousness to encourage public participation.By analyzing the countermeasures for the problems of Y International chemical industrial park,the paper provides reference for the environmental supervision of eco-industrial park management in other areas.
