| The report of the 19 th National Congress of the Communist Party of China pointed out that winning the "Pollution Prevention and Control" is one of the three major battles for China’s overall victory in building a moderately prosperous society.Environmental issues have increasingly become an important issue affecting the survival and development of the country and people.With the rapid development of globalization,regionalization,marketization,decentralization,and informatization,regional issues and regional public issues have become increasingly prominent,crossing organizational boundaries,geographic boundaries,and domain boundaries under the rigid constraints of administrative divisions.The traditional "single fight" and "separate politics" administrative district administrative modes are incompatible with the practical demands for the implementation of environmental pol icies across departments,regions,and fields.B ased on the actual concerns about cross-regional environmental issues and the difficulties in implementing cross-regional environmental policies,the central and local party and government agencies have continuously strengthened environmental governance th rough the introduction of a series of environmental policies and the allocation of more execution resources,and the environmental situation has been greatly improved.However,due to the cross-domain nature,complexity and uncertainty of environmental pol icy implementation,local governments often suffer from multiple difficulties in the implementation of cross-domain environmental policy.This article examines the internal mechanism and operation logic of lo cal government’s cross-domain environmental policy implementation from the perspective of cross-domain governance,constructs an analytical framework from the dimensions of executive subject,object,mechanism,tool,and model,and explore s the actual performance,influencing factors and solutions of lo cal governments’ cross-regional environmental policy implementation difficulties,so as to explore an effective way to solve cross-regional environmental problems in the new era and new background,and to improve the implementation of cross-regional environmental policies.The multiple predicaments of local government’s cross-regional environmental policy implementation can be attributed to the difficulty in extricating the executive body from conflict,the difficulty in managing the policy object,the diff iculty in rationalizing the regional linkage mechanism,the difficulty in exerting the effectiveness of the combination of policy tools,and the difficulty in reconciling the execution mode conflicts;The factors are the closedness of the policy implementa tion system,the complexity of the policy objects,the weakness of the regional government implementation linkage mechanism,the misunderstanding of the choice of policy tools,and the path dependence of the policy execution mode selection.Cross-domain environmental policy implementation has common features in terms of problem attributes and practical dilemmas.By nesting the implementation of the Yangtze River Basin ecological compensation policy in the anal ysis framework of local government cross-regional environmental policy implementation,we can support the predicament of local government cross-regional environmental policy implementation process and its difficulties and causes.The cross-domain governance model is a transformation of traditional governance methods,with win-win,equality,dialogue,negotiation and interaction as the value orientation,and the promotion of joint linkages between multiple regions,multiple subjects and multiple areas as the action criterion,which can be optimized from policy implementation mechanisms,improve the implementation linkage mechanism,enhance the effectiveness of the combination of policy tools,innovate the policy implementation model,and cultivate a new administrative culture to resolve the cross-regional environmental policy implementation dilemmas. |
