| With the sustainable development of port economy in the Yangtze River Valley,the deep-water coastline along the Yangtze River is almost exhausted,and new coastline resources are urgently needed to be developed.As a new form of port development,Excavated-in harbor basin has been widely used in the Yangtze River,but the incidence of safety accidents has also increased greatly.Therefore,it is meaningful to carry out research on navigation safety risk assessment of Excavated-in harbor basin in Yangtze River.This paper researches the current situation and statistical analysis of accidents of Excavated-in harbor basins,and analyzes the main risk factors affecting navigation safety.On this basis,the comprehensive risk of Excavated-in harbor basins waters is evaluated,and corresponding preventive measures are proposed.The specific research contents are as follows:(1)Taking Rugao Port as an example,the general situation of Excavated-in harbor basins,design ship type and berth arrangement for the public and enterprise use are analyzed.The factors and risks affecting navigation safety were studied for navigation channels,natural environment,ship traffic flow,port security measures,and navigation safety information.On this basis,the adaptability of the design of the ship type port channel was evaluated.For some large draft design ships,adopting the tugboat assistance method and selecting the appropriate tide level to enter and exit Excavated-in harbor basins,it can meet the requirements of one-way navigation.(2)Through the historical data of the harbor accident,the existing distribution rules and factors affecting the navigation of Excavated-in harbor basins are summarized.Then,the risk system structure of Excavated-in harbor basin waters is established,and the risk assessment index system and risk assessment model of Excavated-in harbor basin waters are constructed.Finally,the fuzzy risk assessment of Excavated-in harbor basin waters is carried out,and the navigation risk of the navigation areas of the ship is quantitatively evaluated.(3)The concept of the Harbour Management Coordination Committee is proposed for the navigation safety risks of Excavated-in harbor basins along the Yangtze River represented by Rugao Port.Then build a new safety management model,develop a management method for Excavated-in harbor basins,and improve the ship navigation rules.Through Excavated-in harbor basin Ship Dispatching Center,the order of ships entering and leaving the harbor is scheduled,and the supporting equipments for safety and pollution prevention of Excavated-in harbor basins are improved. |
