Research On Long-term Mechanism Of Ecological Compensation In Poyang Lake Basin

With the construction of ecological civilization has been incorporated into the overall strategic layout of the "five in one",and the development concept of innovation,coordination,greenness,openness and sharing has been deeply rooted in the hearts of the people.In the entire Yangtze River Basin,"to grasp great protection together and not to engage in large-scale development" is the fundamental follow for the sustainable development of the Yangtze River Economic Belt and the comprehensive management of the river basin environment.It is also an inevitable requirement for implementing the new development concept and building a modern economic system and a beautiful China.Poyang Lake is the largest freshwater lake in China and has the reputation of "one lake clear water".It plays an extremely important role in regulating the runoff of the Yangtze River flood and protecting the biological diversity of the Yangtze River Basin.However,the Poyang Lake Basin is currently facing problems such as deteriorating water quality,shrinking wetland area,low forest quality,and degradation of biodiversity,all of which signifies unoptimistic basin ecology and environment.In this context,the government should establish and implement effective environment management policies to protect the valuable ecosystem services of the Poyang Lake Basin and provide support for the overall protection of the entire Yangtze River Basin.Ecological compensation is to protect the ecological environment and promote the harmonious development of man and nature.According to the value of ecosystem services,ecological protection costs,development opportunity costs,it can government and market mean to regulate the public relations of interest between stakeholders.Ecological compensation can realize the internalization of the externality of ecological protection through system innovation,and allow the“beneficiaries” of the achievements of ecological protection to pay the corresponding costs.In order to enable the ecological compensation of the Poyang Lake Basin to continue to effectively play the key role in protecting the ecological environment and controlling environmental pollution,It is urgent to address the social and economic characteristics of the river basin,the current status of the ecological environment and the needs of governance and protection,focusing on analyzing how to use government public management river basin,and establish a well-organized and effective long-term mechanism for ecological compensation.In this article,the core concepts and theoretical basis of ecological compensation in the Poyang Lake Basin is first defined.Then,the literature review,questionnaires,interviews and other methods are combined to analyze the current formulation and implementation of ecological compensation-related policies in the Poyang Lake Basin.Moreover,satisfaction and opinions of different and relevant stakeholder groups on the current mechanism are collected.After that,the main problems and their causes in the current mechanism of ecological compensation in the Poyang Lake Basin are summarized.On this basis,this article puts forward how to construct a long-term mechanism of ecological compensation in Poyang Lake Basin from the aspects of perfecting laws and regulations,standardizing the administrative organization system and strengthening the support guarantee system,followed by discussing the specific operation modes of the long-term mechanism.The research results have important reference value for effectively playing the role of governments at all levels in the ecological compensation management,and promoting the ecological protection and environmental governance of the Poyang Lake Basin and the entire Yangtze River Basin.
