Study On The Ecological Compensation Of The Counties Neighboring Poyang Lake In Jiujiang

Poyang Lake, as the biggest freshwater lake in China, plays very big role in adjusting the water level in Changjiang River and the stream in the middle and lower reaches of Changjiang River. The environment around the Poyang Lake must be protected well and the water would be fresh forever, said Premier Wen Jiabao However, the water quality is becoming worse gradually in recent years. Therefore , the strategic plan of building an Ecological Economic Zone around the lake is being made by the government of Jiangxi Province.Tow thirds of the area of Poyang Lake is in Jiujiang, which, as the only inlet of Changjiang River in this area, is the main field of implementing the strategic plan of building an Ecological Economic Zone around the lake and the dam site of ecological water conservancy project of Poyang Lake, playing an very important part in the protection of the lake's environment. Since the development of the society and economy in the places close to the lake is extremely restricted , it is of very important practical significance for the environment protection and the improvement of people's living standard to improve the eco-compensation mechanism as soon as posibile.Through fieldwork , the study aims at gathering information and sorting out the information on the social, economic, environmental and the current compensation policy, on the 7 counties neighboring Poyang Lake under the governance of Jiujiang city Through scientific analysis and objective evaluation on the ecological status of the 7 counties, it systematically predicted how the imminent implementation of Poyang Lake Ecological economic strategy would impact on their development. The study found out that there is an increasingly contradiction between the protection of economic development of the 7 counties. Research calculated by the opportunity cost method, needs to support Lake county Jiujiang Endangered ecological construction project cost 1.547787 billion yuan, which can be incorporated into the Poyang Lake Ecological Economic Zone in construction infrastructure projects; supporting the Endangered Lake in the Counties Neighboring Poyang Lake in Jiujiang industrial upgrading and transformation of funds 10,000.00 million yuan in other county Jiujiang Endangered Lake project conventional ecological compensation 173.3845 million yuan per year.
