| The rapid economic development needs to obtain environmental resources from nature continuously,so that it makes the resources and environmental problems become increasingly prominent.The relationship between man and water,land,forest,biological become tenser,and it has become a main obstacle to sustainable economic gradually.Ecological environment problems in essence are rooted in people's occupying,consumption of resource.People use up the resources in nature,however,no one will take measures to repair and update it,that is to say no people will compensate to their consumption of nature.The only breakthrough to solve the contradiction is the ecological environment compensation.Given these,our Party central committee and the State Council attach great importance to ecological construction and environmental protection.The party's eighteenth Congress put construction of ecological civilization into "Five in One" overall layout and proposes to promote ecological civilization.Building a beautiful China and achieving sustainable development of Chinese nation is Chinese dream,so everyone of us should make a contribution to realize this dream.Based on this guidance of the spirit,Hubei also firmly establish the concept of "green decides life".Under the guidance of this concept,Hubei participate in the construction of ecological civilization,focus on building ecological fulcrum,promote green development and create beautiful Hubei actively.Lakes are an important part of natural ecosystem and they play an important role in flooding,draining,precious fish conservation,water supply,agricultural irrigation,shipping traffic,aquaculture and traveling.Therefore,the protection and ecological restoration of lakes is imminent.Among them,ecological compensation is an effective initiatives.Hubei located in central China is known as the "province of thousand lakes,land of plenty" in the world.Rivers and canals interweave lakes and ponds dotted here.Lake is a major feature of the geographical environment in Hubei province,so that it should be the top one in priority sequence of ecological compensation.Liangzi Lake is the second largest one with first volume of water in Hubei province,so it is the center of Wuhan "1+8" city circle and deserves more attention in ecological compensation.designing Liangzi lake ecological compensation mechanism scientifically,implementing policy effectively,combination ecological restoration and economic development is the only way to realize the beautiful China and harmonious lakes in the future.Starting from the current protection and ecological compensation situation,this paper analyses the problems of ecological compensation in Liangzi Lake in detail.Combine the practice and experience from other lakes in our country and abroad,the author put forward measures to improve ecological compensation of Liangzi Lake systematically,mainly include:Firstly,a sound system of ecological compensation of Liangzi Lake should include blameless laws and regulations,scientific and reasonable funding sources and abundant compensation ways;Secondly,the ecological compensation management system of Liangzi Lake should be established,and the main object of compensation,compensation contents,compensation standards,and the compensation times should be described in detail.The top-level design of government,market self-motivation and social promotion should be accelerated the construction of ecological compensation.Thirdly,the ecological compensation management system of Liangzi Lake should be planned,which should perform from vertical and horizontal way,and be equipped with completion evaluation system and monitoring feedback mechanism.Fourth,the various means for ecological compensation of Liangzi Lake should be explored actively,in order to change the established ideas of the public,expand the participation manners for the public,and deepen the implementation process.The ecological compensation of Liangzi Lake is a complex task,which will continuously encounter some new problems,and it is also a gradual correction process.In this process,we need the cooperation of government,market and social organization.We need to take fully advantage of various means of policy,legal,economic and so on,in order to improve the ecological compensation mechanism of Liangzi Lake. |
