| In 2013,severe haze pollution weather broke out in China.Since then,haze pollution has been widely concerned.Haze pollution not only harms people’s health,but also has a negative impact on Chinese economic development.In order to control haze pollution,Chinese government has actively formulated and implemented environmental regulation polices,but the actual effect is not good,and the current situation of haze pollution in China is still not optimistic.Therefore,based on the reality,it is of great significance to choose to study the relationship between environmental regulation and haze pollution.Based on the existing research,this paper first analyzes the current situation of Chinese environmental regulation and haze pollution from the time dimension,and then constructs three different spatial weight matrices.Through Moran’s I index,Geary’s C index and Moran scatter diagram,it analyzes the spatial agglomeration of Chinese haze pollution from the spatial dimension.On this basis,this paper makes a theoretical analysis of the impact of environmental regulation on haze pollution,and uses the provincial data of 2007-2016 to carry out empirical verification,and constructs a common panel model and a spatial panel model for analysis.The results are as follows:(1)The level of Chinese haze pollution is still high,and there is a big gap between different provinces in China.In the spatial distribution,Chinese haze pollution is uneven between different provinces,and has a positive spatial correlation.The haze pollution in different provinces has a spatial dependence,showing a significant spatial agglomeration effect.In the time dimension,the level of haze pollution shows"snowball effect",indicating that the level of haze pollution has obvious path dependence.(2)Chinese command control,market incentive and public participation environmental regulation can directly and effectively reduce PM2.5emissions,and can inhibit the haze pollution.At present,Chinese command control environmental regulation has the largest pollution inhibition effect,and the public participation environmental regulation has a relatively low pollution inhibition effect.In addition,environmental regulation can also affect haze pollution through indirect effects of industrial structure,technological innovation and energy structure.(3)Chinese haze pollution has a significant positive spatial spillover effect.Local command control environmental regulation can significantly reduce the level of haze pollution in neighboring areas.Market incentive environmental regulation has a significant positive spatial effect on the level of haze pollution in neighboring areas.The impact of local public participation environmental regulation on the haze pollution in neighboring areas is not clear.In order to effectively control haze pollution,Chinese government should adopt multi regional joint prevention and treatment,increase the investment of environmental protection,encourage enterprises to carry out technological innovation,optimize the industrial structure,and improve the efficiency of haze pollution treatment. |
