| Since the reform and opening up,China’s social economic has developed rapidly and great achievements have been made,but its extensive development approach has led to higher energy consumption and a general deterioration of the environmental situation.At the same time,China’s manufacturing industry has different production methods,and environmental pollution presents different industry characteristics.Therefore,the formulation and implementation of environmental regulations and policies in China have significant differences.At present,China’s industries are increasingly interconnected,and environmental regulations may have cross-industry spillover effects,resulting in ineffective pollution control.This will not only help alleviate pollution pressures in some industries,but will also worsen the overall environment of the industry chain.Therefore,a deeper understanding of the relationship between environmental regulation spillovers and environmental pollution from the perspective of industry association is a breakthrough and entry point for improving environmental regulation policies,deepening pollution control,and improving the ecological environment.Based on the existing theoretical basis and research results,this paper takes 27 manufacturing industries in China as a research object from 2003 to 2015,and uses the input-output method to construct two types of weight matrix: forward distance and backward distance to measure environmental regulations between industries.Spillover indicators in different directions,study the impact of industry environmental regulation and its upstream and downstream spillovers on industry pollution levels,and the intermediary effect of technological progress paths.The results show that: 1.Increasing the level of industry environmental regulation is indeed conducive to reducing the overall environmental pollution level of the industry More importantly,environmental regulation has a significant inter-industry spillover effect.In forward spillover,environmental regulation has a cross-industry emission reduction effect.On the contrary,the backward spillover of environmental regulation has further aggravated environmental pollution.2.The cross-industry emission reduction effect of environmental regulation is significantly different due to the difference in factor intensity.In labor-intensive industries,the cross-industry emission reduction effect of environmental regulation is similar to the overall sample,while in capital-intensive industries,only environmental regulations are supported before they are adopted.Environmental spillovers aggravate environmental pollution;in addition,the cross-industry emission reduction effect of environmental regulation is also related to the degree of industry pollution.Light pollution industries show cross-industry emission reduction effects in upstream and downstream environmental regulation spillovers,while pollution In the intensive industry,environmental regulation mainly exerts a reduction effect through backward spillover,while forward spillover of environmental regulation exacerbates environmental pollution.3.The intermediary effect between independent R&D and imitative innovation between backward spillover and pollution level is established,But only in the backward spillover shows a significant mediation effect.Finally,based on the empirical results,we conclude that the government needs to innovate environmental regulation tools,optimize the combination method,and build an industry collaborative emission reduction mechanism.Secondly,optimize the investment of environmental protection funds,increase support for technological innovation funds,and finally need to strengthen environmental education and other methods to improve environmental governance capabilities,ease resource consumption,and reduce pollution levels. |
