| Faced with the background of global warming,our government has proposed to v igorously develop low-carbon economy and build a resource-saving and environment-fri endly society.Ning Xia autonomous region is located in the northwest inland region of China.Its economic development is characterized by extensive and high carbon,high energy consumption index and high energy carbon emission index.Its economic deve lopment is strongly dependent on energy and high energy consumption.From the persp ective of the energy consumption decreased of growth and energy consumption of ten thousand yuan GDP,Ning Xia is the total energy consumption of the fastest-growing areas in China in 2017,the growth rate is as high as 16%,Ning Xia is also only a area in our country in 2017 that ten thousand yuan GDP energy consumption grown,resulting in high carbon emissions,coordinate the relationship between the region’s ec onomic development and carbon emissions,is very important to the overall economy t o realize the sustainable development of our country.As the lifeblood of national econo my,industrial economy is the key to the development of low-carbon economy.Ningxia is a typical province that relies on resources to develop industrial economy.The situa tion of developing low-carbon industrial economy is grim.Therefore,it is of great sign ificance to accurately evaluate the development level of low-carbon industrial economy in ningxia and explore the factors restricting the development of low-carbon industrial economy in ningxia to realize industrial energy saving and emission reduction,promo te the low-carbon development of industrial economy in ningxia,and thus improve the overall low-carbon level of economy.The main contents of this paper are as follows:1.What is the current level of 1 ow-carbon industrial economy in ningxia?2.What are the factors restricting its develop ment of low-carbon industrial economy?3.What are the key issues and measures to b e taken for the development of low-carbon industrial economy in ningxia?This paper c ollected and sorted out the data related to the development of low-carbon economy in ningxia.At first,it analyzed the overall and sub-industry status of ningxia’s industrial economic development and industrial carbon emission through descriptive statistics,an d compared it with 9 representative provinces.Secondly,combining the theory of low-c arbon economy and decoupling theory,the Tapio decoupling index of industrial carbon emission in ningxia is calculated.By comparing with other regions in China,it is co ncluded that the low-carbon industrial economy in ningxia is at the middle or lower 1 evel and the manufacturing industry is at the lowest level.The decoupling evaluation method is applied to every city in ningxia to further analyze the decoupling level of ningxia industrial economic development and carbon emission.Then by LMDI model a nalysis population scale effect,effect of economic development,industrial structure effe ct and the effects of energy consumption intensity and energy consumption structure ef fect is the five factors that affect industrial carbon emissions in ningxia and its impact as a result,and applies the method further to the ningxia various prefectures,combin ation of model analysis results with real data analysis,summarizes the factors how to influence the ningxia region and around the city,the development of low carbon ind ustry economy.Finally,on the basis of the above research,the paper proposes that the system should be continuously optimized to drive the national energy conservation an d emission reduction.We will enhance our capacity for scientific and technological inn ovation and transform the pattern of resource-dependent economic growth.We will upgr ade industrial institutions and increase the proportion of high value-added industries.To change the energy consumption structure and reduce the single energy dependence. |
