Research On Procurement Risk Management Of Certain Sewage Treatment Plant Project In Changle

As an important part of project construction,procurement activities are the starting point of project construction,and it almost runs through the entire process of the project construction cycle,which is the key link for the realization of the construction goals of the project.In the implementation of procurement activities for engineering projects,it is accompanied by ubiquitous and uncertain factors,ambiguity,randomness,and other factors that may change at any time.These factors are an objective existence.The risks brought about seriously threaten the smooth implementation and realization of the project.This article first introduced the concept,characteristics,processes,and risk analysis(including risk identification,risk assessment,and risk response)of the procurement of BOT project materials for the sewage treatment plant project.Then,from the perspective of the general contractor,first of all,the sewage treatment plant BOT project The material procurement risk is more comprehensively identified,and then the corresponding material procurement risk system is constructed.The nine sources of procurement risk are analyzed,including supplier risk,market risk,owner risk,nature risk,decision risk,purchase order risk,and plan.Risks,transportation risks,acceptance risks,etc.Nine risk factors were further refined into 17 specific risk points,covering all sources of procurement risks for equipment and materials.Finally,for T sewage treatment plant project in Changle,Fujian Province,based on the above risk factor system,the fuzzy analytic hierarchy process was used to evaluate various procurement risk indicators.Through numerical analysis of each indicator,the numerical results were compared to find out the relative importance,and propose countermeasures and control suggestions for key risk factors.
