Study On Villagers’participation In Rural Domestic Garbage Governance In The Perspective Of Collaborative Governance

With the rapid development of society and economy,the acceleration of urbanization and the improvement of rural living standard,the garbage of rural residents is increasing in production and daily life,which is increasingly highlighted.In recent years,government has been paying great attention to govern rural living garbage and taking many of the measures,such as,investing in funds,improving infrastructure,covering cleaning and collection and transportation system gradually,which benefit the governance of rural household rubbish.The main subject that govern rural living rubbish is government so far.However,there are many matters of public administration undertaken by government that,therefore,is not likely to invest a huge amount of money and human resources in the governance of rural living rubbish.Hence,the starting point of this paper is how to govern rural living rubbish efficiently and sustainably.The author aims at trying to discuss how to promote villagers to manage rural domestic garbage by researching this problem about it in Shang’an,Qiongzhong county.Based on collaboration governance theory,this study launches research on the governance of rural household rubbish in which villagers take part in Shang’an,Qiongzhong county through synthetically using the research methods,such as,literature research and field questionnaire survey.Firstly,this paper defines relevant concept and connotation and introduce the adaptability of collaborative governance theory on villagers’participation in the governance of rural domestic rubbish.Secondly,on the basis of describing practices of governing garbage in Shang’an,Qiongzhong County,this study points out the importance of villagers’ participation in governing household garbage.What’s more,combining questionnaire survey,literature as well as field observation and discussion about the existing problem of villagers’ participation in governing domestic garbage,this paper points out the imperfect system of participation,the weak awareness of publicity and environmental protection as well as the lack of supervision and feedback.Lastly,proposing individual suggestions and measures aimed at existing problem,this study argues that institutional framework of villagers’ participation should be built and improved,that awareness of publicity and environmental protection should be cultured and that the mechanism of supervision and feedback should be perfected and unimpeded.This paper aims at help villagers ’participation in the government of rural domestic garbage in Shang’an,Qiongzhong County.
