Dilemmas And Ways Out Of Cross-departments Collaborative Administration

Public power fragmentation and each government going its own way is the basic reason of low level of governance and many social problems.Innovation of social governance system and promotion of cross-department collaborative administration is the key point of modernization of governance system and ability.Since 2016,Beilun District has been trying to innovate the rectification of illegal business operations of refined oil in three steps.This thesis takes it as an example to investigate how to solve the social problems effectively when their governance power distributes in different departments,The thesis presents: 1)Dilemmas of crossdepartment collaborative administration;2)Institutional reasons of the dilemmas;3)Basic experience of Beilun practice;4)Analysis of key reasons for the success of Beilun experience.The common practice of cross-department collaborative administration is that a leader in superior government takes the lead,sets up a collaborative organization,integrates all relevant departments to rectify illegal business operations of refined oil in joint enforcement actions.However,the complex and uncontrollable source of governance,unsustainable campaign-style governance,many blind zones of laws and regulations,conflicts of administrative enforcement authority,chaos of collaborative institutions and high cost of collaboration,all of which have caused serious obstacles to collaborative administration of cross-department in rectification of illegal business operation of refined oil.The reasons for these obstacles are the ambiguous functions of different departments,the existence of collaborative inertia,the unsmooth communication mechanism and hysteresis of collaboration system.In Beilun District,measures such as “sharing oil ”,“direct wholesale supply”,“classified rectification ” and “reporting reward” are taken into the rectification of illegal refined oil,which achieved significant success of normalized regulation of the illegal business operations of refined oil.The success of Beilun practice is due to the fact that it has reduced the cost of coordination through three measures.First,jump out of collaborative frame to solve the problem and catch the root of the problem to compress the illegal refined oil market,which reduces the complexity of the illegal refined oil problem and administrative scope;Second,break down one governance problem that touches more than ten departments into six small collaborative problems,which reduces the number of collaborative departments and complex in single collaboration to enhance the efficiency of collaboration through classified governance;Third,bring in social force by incentives which shares partial governance costs of government departments and increases illegality costs.
