Problems And Countermeasures Of Mining Right Management In Jilin Province

Since entering the market economy,with the adjustment of economic structure,the important role of mineral resources in industry has become increasingly prominent.Therefore,it is particularly important to explore how to manage natural resources efficiently and evenly.In recent years,many experts and researchers in the field of mineral resources management have done a lot of research work from the aspects of mining laws and regulations,management system and marketization,which provides basic support for the reform of modern mining rights management.In the actual administrative process,mining right management has its particularity and vital role.To explore the crux of the management of mining rights and put forward the countermeasures will play a great role in realizing the rights and interests of the state as the owner of natural resources and the development of economic,social and ecological civilization in the new era.Based on the theory of public management,this paper summarizes and analyzes the problems of mining right management in Jilin Province,and uses the advanced theoretical experience at home and abroad,and fully combines the characteristics of mineral resources,the status quo of mining right management and the development trend of economy and society in Jilin Province,puts forward the Countermeasures of mining right management in line with the characteristics of Jilin Province.It is divided into four partsFirstly,the research background and significance of this proposition are elaborated,and the related concepts and theories of mining right management are combed,and the research status and achievements of mining right management at home and abroad are introduced.Secondly,it introduces the development process,management status,management system and management mode of mining right management in China.Third,it explains the necessity of mining right management.This paper analyzes the problems of mining right management in Jilin Province,including the problems that the rights and interests of mining right owners can not be realized,the unreasonable collection system of mining right transfer income,and the contradiction between the development and utilization of mineral resources and the protection of ecological environment.This paper analyzes the causes and harmfulness of the problems existing in the management of mining rights in Jilin Province.Finally,by consulting the natural resources authorities at all levels and some mining enterprise managers,and learning from the advanced management experience of other brother provinces,the paper puts forward some feasible countermeasures and suggestions for mining right management in Jilin Province.Including the implementation of the "net ore transfer" system;changing the income from the transfer of mining rights from "fees" to "taxes" and collecting them later;adhering to the principle of equal emphasis on development and protection.
