| Mineral resources are an indispensable material basis for economic and social development.Since the Reform and Opening,the rapid development of the national economy has greatly stimulated the demand for mineral resources.The contradiction between the uneven distribution of resources and the increasing demand for mineral resources is a problem that needs to be solved in today’s social development.At the same time,the intensification of environmental problems and the increasing awakening of environmental awareness in society have further complicated the contradiction between resource development and social development.It is one of the important means to resolve this inconsistency by comprehensively planning the mineral resources endowment conditions,exploration and development utilization status,and the demand for mineral resources in the national economy and social development within a certain period.This round of mineral resources planning to undertake the second round of mineral resources planning is of great significance to the layout of the development of the mining industry in Changshou District in the next 5 to 10 years.(1)In order to carry out mineral resources planning according to local conditions,the economic and social development situation and development direction of Changshou District,Chongqing Municipality were investigated,and the future needs of mineral resources were determined.Through the analysis and analysis of previous mining data in the area,the distribution,exploitation and utilization of mineral resources in the area and the potential of mining development have been mastered.To lay the foundation for formulating a scientific and rational mineral resource plan that meets the development of the mining economy in the region.(2)bined with the economic and social development needs of Changshou District and the distribution characteristics of mineral resources,as well as the implementation results of the “second round of district planning”,the overall layout of the mining industry in Changshou District will be carried out.The key development areas for the mineral resources industry have been determined;through the rational establishment of exploration and mining zoning,the mineral exploration and mining direction in the region has been regulated and a special plan for gravel clay resources has been made.(3)In order to further refine the planning of mineral resources,the overall layout of the mining industry and the exploration,development,and control of mineral resources are based on specific settings for prospecting rights and mining rights.In this round of mineral resources planning,a total of 4 prospecting rights and 65 mining rights have been set up.At the same time,the supervision of exploration and development activities has been planned through relevant laws and regulations,management responsibility systems,and setting exploration and mining access conditions.(4)Through planning the development direction of ring protection and green mines,detailed working measures for the geological environment protection and management of new mines,production mines and closed mines will be refined.Five mine geological environmental treatment zones have been identified;In response to the new requirements for the construction of green mines in this plan,it is determined that the district will strive to initially establish a demonstration zone for green mining development by 2020,basically meet the requirements of green mines before 2025,and newly promote the construction of a green mine. |
