Study On The Red Line System Of Ecological Protection In The View Of Ecological Civilization

Ecological civilization has experienced a long development process in our country.China put forward the idea of "Ecological civilization”integrally,which represents the further development of ecological civilization.The Red Line of ecological protection was first proposed in 2011.It was written into the Environmental Protection Law in 2014.The red line system of ecological protection has achieved good results.It plays an important role in promoting the development of ecological civilization,and the modernization of state govemance.Therefore,from the perspective of ecological civilization,we will conduct systematic research on the red line system for ecological protection.Through analyzing the legal deficiency and various problems of the ecological protection red line,this paper puts forward its own suggestions and views.The whole thesis is divided into five parts:Firstly,it introduces the research significance of this topic and the research status in China and abroad.Secondly,it introduces the connotation of ecological civilization and its theoretical basis.It also introduces the functional connotation and legal attribute of the ecological protection red line,as well as the concrete connotation of it.Secondly,it also studies and analyzes the dialectical relationship between ecological civilization and ecological protection red line.Thirdly,it mainly studies the problems existing in the Red Line System of ecological protection under the vision of ecological civilization,these include the lack of a clear baseline for the protection of ecological functions,inadequate implementation of the baseline for environmental quality and safety,and the use of natural resources beyond the carrying capacity.Next,it mainly introduces the relevant regulations about the Red Line System of ecological protection in foreign countries.Through the analysis and summary of the Red Line System of ecological protection in EU,USA,Canada and other countries,we can draw some ideas and ways.Finally,it explains the way to perfect the Red Line system of ecological protection,mainly through the feasible legal system and the matching system of the Red Line,as well as the definition of the specific scope of the red line to strengthen the supporting system.At the same time,improve the conflicts applicable standards and remedy rules,establishing the mechanism of sudden pollution accident emergency.
