The Study On Post Evaluation Of Natural Gas Comprehensive Utilization Project In Chuxiong City

Natural gas,as a kind of clean,convenient and efficient energy,plays an important and strategic role in national energy supply system and ecological environment protection system.At present,the establishment of comprehensive natural gas energy reserve supply system is urgently needed in China.The construction of a comprehensive natural gas utilization project in Chuxiong City is of significance in terms of urban construction and economic and social development.After the project construction has been completed,conducting post-evaluation based on its characteristics and making countermeasures suggestions on the project has become a key issue for project construction and management performance evaluation.Moreover,it lays the foundation for ensuring and improving later operation of the project.Furthermore,it also has certain reference value for the construction of other similar projects.Firstly,the study has built a three-layer index system of the project based on post-evaluation literature at home and abroad,based on the characteristics of the project,and adhering to the principle of combining qualitative and quantitative indicators and choosing scientific,hierarchical,and feasible indicators;Secondly,this study applies a before-and-after comparison method and AHP + fuzzy comprehensive evaluation method to conduct a systematic post-evaluation of the project.The survey on experts has been conducted,index weight has been calculated via AHP,and the comprehensive evaluation result of the project has been calculated by applying fuzzy comprehensive evaluation method.The comprehensive evaluation result shows that this project is at ordinary level,and the aspects of project construction,implementation and operation management need to be further improved.Finally,based on the post-evaluation result of the project,experiences have been drawn and suggestions have been made.It is advised that in the process of project operation it is necessary to pay great attention to social and environmental impacts,economic benefits and sustainability.Moreover,it is necessary to focus on the control of ecological benefits,the improvement of residents' living standards,and the adjustments of energy structure.Furthermore,it is necessary to strengthen its construction management such as the activities of bidding,procurement,etc.
