From the perspective of the theory of labor process in sociology,this paper studies the change of employment mode and labor relationship in the coal industry under the background of double transformation.Since the development of the socialist market economy with Chinese characteristics,it still advocates the basic role of the market in the process of economic development.As a key factor in the production process,the labor force also needs to circulate reasonably and effectively according to the supply and demand relationship within the market.However,there is a serious tension between the flexible demand of the market for labor and the existing fixed employment mode that restricts the free flow of labor in state-owned enterprises.In addition,in recent years,overcapacity has appeared in many manufacturing industries,including the coal industry.There is a huge contradiction between supply and demand in the coal market,so the State adopts the policy of "de capacity" to adjust.Although initial results have been achieved,some of the policies and measures to stop production of coal mines have led to the shutdown of a large number of labor force,which has greatly increased the burden of the operation of state-owned enterprises.The author mainly analyzes the new employment mode adopted by the target state-owned coal enterprise YM group company,and the labor process practice of transferring the surplus labor resources of state-owned enterprises temporarily and periodically to the private employers with strong labor demand under the application of the new mode.Through the understanding of the interaction between the multi parties involved in the new mode,it is found that compared with other state-owned coal enterprises in the process of "de capacity",which follow the traditional employment mode,there are many contradictions and frequent conflicts in the labor relations.After the introduction of the new employment mode,the tense situation of labor relations tends to ease.However,the essence of this labor relationship is still the relationship between capital and labor force.State-owned enterprises still control the whole labor process together with the employing units through various management methods while transferring the right to use labor force.As a state-owned enterprise that transfers the right to use labor force,it mainly adopts Edwards’ s simple control mode to control the whole labor process and labor force reasonably and effectively through making plans,direct management by local offices and accompanying incentive and punishment mechanism;as a major employing enterprise,the OEM mainly relies on dual capital,scientific management,hierarchy system,responsibility autonomy and dormitory system System and "catch-up game" and other multiple ways to strengthen the control of labor and its output;while the government,with its own political status,uses administrative means to promote the achievement of labor under the employment mode,and adopts simplified office procedures and one-to-one service to strengthen the control of labor force users and all parties.However,with the increase of the main body in the labor process,the original antagonistic labor relations intensified by the conflict are gradually eased,which is also the change of labor relations brought about by the new employment model.
