The utilization of Benxi's coal and iron began in 1905,when Okura,a Japanese,invested here.After the surrender of the Japanese,the company went through the management of the Communist Party and the Kuomintang.In 1948,the People's Liberation Army occupied Benxi and the company was formally taken over by the Northeast People's Government.During the initial production,the company gradually established the labor discipline of accident response,which was crude and incomplete.With the responsibility system movement,the company's labor discipline established on a large scale.Its regulations are more complete,and the implementation of labor discipline gradually strengthened.The analysis on the text and implementation of labor discipline from 1948 to 1952 can show the efforts of scientific management of the company.During the first-five-year plan,with the adjustment of the company's organizational structure and the implementation of planned production,the establishment and implementation of labor discipline reached an unprecedented height.Regrettably,this process was interrupted by the Great Leap Forward.During this time,the increasing of production plan,the politicization of technical problems and the reform of new management mode made the implementation of labor discipline destroyed unprecedentedly.Throughout the 1950s,there was a tension between labor discipline and the mass-movement mode of production,which culminated in the Great Leap Forward.This reflects the influence of radical politics on scientific management and the contradiction between the scientific management method and the mass mobilization method in industrial management.
