Green Transformation And Development Of Closed Mines In Shanxi Province

Shanxi,as a major coal province in China,based on the state's de-capacity policy,has a growing number of closed mines.It is of great significance tointegrate and utilize resources availablein closed mines.Due to the lack of environmental management of abandoned mines,the environmental pollution of abandoned mines has become prominent increasingly.To strengthen the ecological construction of abandoned mines,it is necessary to integrate regional resources,make use of resources adequately and transform in a green way.The green development strategy of closed mines in Shanxi can improve the efficiency of the development and utilization of the resources of the coal mines,provide a strategic path of transformation and sustainable development for the coal mining enterprises which were closed or transferred,and promote the transformation and development of the resource exhausted cities,which is of great significance to ensure the energy security and sustainable and healthy economic development of Shanxi Province.Through theoretical analysis,field research,mathematical statistics,literature review and other research methods,this paper analyzes the problems existing in the green development at transformation of closed mines in Shanxi Province on the basis of studying the current situation of development and utilization of closed mines at home and abroad.Based on AHP,the evaluation model of green transformation development ability of closed mines is established,and the driving and promotion strategy of green economy transformation development of closed mines is explored in Shanxi.The main conclusions of the study are as follows:(1)The main available resources of closed mines in Shanxi province include underground space,coalbed methane,mine water,land and infrastructure&equipment,renewable resources such as solar energy,wind energy,geothermal energy and solid waste such as coal gangue.Combined with the actual situation of Shanxi Province and the comprehensive development of available resources,ten green transformation modes has constructed to providechoices for closed mines in Shanxi Province,including comprehensive tourist attractions,underground reservoir and pumped storage power station,gas storage and compressed air storage power station,ecological photovoltaic power station,wind power station,comprehensive utilization of coalbed methane,underground waste treatment station,supporting facilities of underground city and utilization project of geothermal and mine water.(2)The development and utilization of closed mines in Shanxi Province is not mature,and the development capacity of green transformation is insufficient.The closed mines in Shanxi Province has encountered practical problems in the green development and transformation,which are mainly as follows: the relocation of population in mining areas,transformation and replacement industry development,capital,the lack of mining exploration work,the difficulty of mine recovery and management,the poor using efficiency of resources,and the difficulty of industrial structure adjustment.(3)Taking the evaluation of the green transformation and development of closed mines as the goal,through RAM model,mathematical analysis and 0-1 model analysis,the evaluation index system is constructed with driving force,pressure,state and influence as the evaluation criteria,including the target layer(a)-criterion layer(b)-indicator layer(c),and evaluation model of transformation and development abilityof closed mines in Shanxi Province is established based on AHP.(4)Through the evaluation model of green transformation development capacity of closed mines in Shanxi Province,combining quantitative and qualitative analysis,it is concluded that technological innovation,ecological environment carrying capacity and sustainable development are the most important indicators of green transformation development capacity of closed mines.(5)Through model analysis and case analysis,this paper puts forward the strategy of green transformation and upgrading: accurately positioning the conditions of green transformation of closed mines in Shanxi Province,the path of green transformation from resource exhaustion to resource reconstruction,strengthening ecological restoration and reuse,actively developing green technology and exploring diversified ecological restoration technology in order to improve the comprehensive utilization level of resources,and formulating system guarantee measures construction: establish ecological environment detection system,green technology system,designated tax preference or financial subsidies and other incentive policies,green accounting system.
